  In order to conscientiously implement the Regulations of the Party and Government Organs on Strictly Saving and Opposing Waste and the Notice of the General Office of the State Council, the General Office of the Central Committee of the CPC on Printing and Distributing the Guiding Opinions on Comprehensively Promoting the Reform of the Official Car System (No.40 [2014] of the Central Office),Reform the official car system and standardize the operation and management of official cars.This plan is formulated to effectively reduce administrative costs. 

  I. Guiding ideology, basic principles and overall objectives 

  (A) the guiding ideology

  (2) Basic principles 

  1. Innovate the system and guarantee official duties.Reform the physical supply mode of official vehicles, cancel general official vehicles,Ordinary official travel is socialized, and the transportation expenses of official activities are moderately subsidized, and official vehicles with directional protection are strictly equipped. 

  2. Overall coordination and policy support.Taking all factors into consideration, taking into account the interests of all parties,Scientifically formulate reform plans and related supporting policies to enhance feasibility and coordination,Ensure a smooth transition and organic connection between the old and new mechanisms. 

  3. Unified deployment and graded promotion.All localities and departments shall formulate reform implementation plans in accordance with the spirit of the central and provincial official car system reform, and the provincial, city and county levels shall be responsible for the reform promotion and official transportation subsidy expenditure.Provincial party and government organs first demonstrated, and local reform units accelerated their implementation.Institutions, state-owned enterprises and state-owned financial enterprises are promoted in an orderly manner according to unified arrangements.

  Second, the scope of reform 

  (A) the scope of institutions 

  Party and government organs at all levels in the province (the party and government organs mentioned in this scheme include party committees, people’s congresses, governments, CPPCC, judicial and procuratorial organs,All democratic parties and federations of industry and commerce, people’s organizations, mass organizations and institutions managed by referring to the Civil Service Law, all participated in the reform. 

  The official car system reform of other institutions, state-owned enterprises and state-owned financial enterprises in the province will be implemented separately after the relevant policies of the central government are promulgated. 

  The reform of the official car system of the vertical management system in local units is based on the principle of localization.In parallel with the reform of the resident official car system, the subsidy standard is implemented with reference to the resident standard.Central manubrium unit subsidy funds shall be borne by the central finance, and provincial manubrium unit subsidy funds shall be borne by the provincial finance. 

  (II) Scope of personnel 

  All the staff at the bureau level and below (including government workers) who are on the job participate in the reform. 

  Encourage the principal responsible persons of provincial departments (bureaus, commissions and offices) and the principal responsible persons of municipal and county party committees and governments to participate in the vehicle reform.If it is really inconvenient to participate in vehicle reform due to environmental limitations and work needs, it is allowed to provide physical support for work vehicles in an appropriate centralized form.However, the management must be strictly standardized, and no transportation subsidies may be received.The scope and specific positions of the physical security vehicles are determined by the provincial leading group for the reform of the official car system within the total amount approved by the central government. 

  (3) Vehicle range 

  Cancel the general official car,Keep necessary confidential communication, emergency, special professional and technical vehicles, first-line law enforcement duty vehicles and other vehicles that meet the requirements. 

  III. Main tasks 

  (A) the reform of official traffic security. 

  Appropriately grant official transportation subsidies to staff at or below the bureau level who have participated in the reform.Choose your own way of official travel. According to the actual situation,Reasonably determine the scope of local official transportation subsidies (urban areas or specified areas), and official travel within the scope of official transportation subsidies will no longer be reimbursed for official transportation expenses.The scope of official transportation subsidies should be connected with the scope of travel expenses, and official travel beyond the scope of official transportation subsidies should be implemented according to the relevant provisions of travel expenses. 

  (two) reasonably determine the standard of official transportation subsidies. 

  Leading groups for the reform of the official car system at all levels should follow the requirements of saving costs, ensuring official business and facilitating operation.Considering the cost of official travel, the level of economic development, social affordability, the area of jurisdiction, natural geographical environment, the number and distance of official travel, the administrative level and the actual job responsibilities, etc., the level and standard of official transportation subsidies in this region are reasonably determined.After the reform, the official transportation expenditure of provincial organs and cities and States must be lower than the total official transportation expenditure before the reform, and the expenditure saving rate must reach 7%.The whole province (excluding ethnic minority autonomous areas and remote areas) shall be implemented according to the standard of not higher than 130% of the transportation subsidies of the central and state organs, and ethnic minority autonomous areas and remote areas shall be implemented according to the standard of not higher than 150% of the transportation subsidies of the central and state organs.The gap between subsidy standards in different regions shall not exceed 20%. 

  The provincial party and government organs shall implement the subsidy standards of 1690 yuan/month for departmental level, 1040 yuan/month for departmental level, 650 yuan/month for departmental level, and 550 yuan/month for clerks and below.The standards and levels of official transportation subsidies of cities and states shall be determined by each city and state according to its financial situation, vehicle reservation, and expenditure reduction targets.In principle, the same city and state shall implement a unified subsidy standard. 

  According to the actual situation,A certain proportion of official transportation subsidies can be set aside as an overall planning part of the unit, which can be used to solve the problem of uneven official travel between different positions.In principle, the overall proportion shall not exceed 10% of the total subsidy. The overall use of funds should be standardized, open and transparent.Specific management measures shall be formulated by all regions and units. 

  Official transportation subsidies are reform subsidies.Included in the fiscal budget, charged in the transportation expenses,Issued to individuals on a monthly basis. Accord to that changes of economic development and traffic cost,Official transportation subsidy standards can be adjusted in a timely and appropriate manner, and the adjustment plan is approved by the provincial official car system reform leading group.Units and personnel who have not participated in the reform shall not issue official transportation subsidies. 

  (3) Strictly verify the scope and proportion of reserved vehicles. 

  1. Retention standard for confidential communication and emergency vehicles.Provincial party and government organs at the same level (director-level units and deputy-level units with independent management of people and property) can keep confidential communication vehicles and emergency vehicles within 5 vehicles, and implement the establishment management.Confidential communication vehicle: 1 vehicle approved by each unit; Emergency vehicles: units with less than 50 people (inclusive),Approved 1 vehicle, units with 50 to 100 people (inclusive),Approved 2 vehicles, units with more than 100 people,One vehicle is approved for every 100 additional people, with a maximum of four vehicles. 

  The general office of the Provincial Party Committee, the general office of the Standing Committee of the Provincial People’s Congress, the general office of the provincial government, the general office of the Provincial Political Consultative Conference, the confidential communication and emergency vehicles, the provincial State Secrecy Bureau, the confidential bureau of the Provincial Party Committee, and the confidential transportation office of the general office of the Provincial Party Committee, etc., are strictly approved separately on the basis of the original vehicles according to the actual work needs. 

  On the premise of ensuring that the expenditure reduction rate is not less than 7%,Confidential communication and emergency vehicles reserved at the same level (excluding towns and villages) can be approved according to no more than 30% of the existing general official vehicles. For reserved confidential communication and emergency vehicles,Cities and States can set up official car service management centers for centralized management, and counties and cities should set up official car service management centers for centralized management.Used for confidential communication and emergency support, in the case of insufficient social transportation or high cost,It can also be used to guarantee business trips such as short-distance business trips and going to the countryside. If a city or state does not set up an official vehicle service management center,The reserved vehicles shall be determined by the municipal and state official vehicle system reform leading group and submitted to the provincial official vehicle system reform leading group for the record.On the basis of not adding new vehicles, towns and villages shall, in principle, keep no more than two approved confidential communication and emergency vehicles.Some towns and villages with large territory, poor traffic conditions and large population shall not exceed 3 vehicles. 

  2. Retention standards for law enforcement duty vehicles.Law enforcement duty departments should participate in the reform of the official vehicle system in a unified way, and the law enforcement duty vehicles reserved according to regulations should be strictly equipped in front-line law enforcement duty posts.The internal management and logistics positions of the organ and the institutions affiliated to the organ shall not be equipped. There are only 11 departments (systems) that reserve vehicles for law enforcement duty.That is, courts, procuratorates, public security, discipline inspection commission (supervision), justice, transportation (maritime affairs), agriculture, taxation, industry and commerce, forestry, and food and drug supervision. On the premise that all levels in the province meet the requirements of saving expenditure,The proportion of reserved law enforcement duty vehicles shall be based on the original approved number of law enforcement duty vehicles and the deduction of the number of special professional and technical vehicles.According to the provincial level, it does not exceed 40% of the original number, and the city level does not exceed 60%.The standards at the county, city and district level and below shall not exceed 70%, and the competent departments of law enforcement duty vehicles at all levels shall be responsible for formulating the specific implementation rules for the reform of law enforcement duty vehicles at the same level.It will be implemented after being approved by the leading group for the reform of the official car system at the corresponding level. Units of provincial organs in cities, prefectures, counties and cities,The reserve ratio of local law enforcement duty vehicles shall be implemented, and the official transportation subsidy of the unit shall be deducted at 60,000 yuan per year for each additional vehicle.Departments that retain more than 90% of vehicles will not issue official transportation subsidies.All localities should establish an inter-departmental comprehensive law enforcement vehicle platform and put it in place within two years. 

  3. Retention of other vehicles.Party committees, people’s congresses, governments, CPPCC organs at all levels and some units with reception functions and special reception institutions are allowed to appropriately reserve some research and reception vehicles, and the number of reserved vehicles is separately approved.The reserved vehicles are mainly minibuses and commercial vehicles, with total control and centralized management. 

  Special professional and technical vehicles are based on the principle of "establishment, budget, equipment and no new additions".Do not break through the existing number of special professional and technical vehicles, and strictly check and reserve them.It shall be examined and approved by the office of the leading group for the reform of the official car system at all levels. 

  (4) Publicly regulate the disposal of official vehicles. 

  1. For cancelled official vehicles,The competent departments of official vehicles at all levels take the lead in unified and standardized disposal, and the disposal results are made public to the public. 

  2. Cancelled official vehicles;Entrust an intermediary agency to evaluate assets, on the basis of not less than the evaluation price,Take public auction and other ways for public disposal. Prevent sale and bargain sale,Avoid the loss of state assets. 

  3. Income from the disposal of official vehicles,After deducting the relevant taxes and fees, all will be turned over to the finance. In which: the income from vehicle disposal of the central manubrium department shall be turned over to the central finance,The income from the disposal of vehicles by provincial party and government organs and provincial manubrium departments shall be turned over to the provincial finance, and the income from the disposal of vehicles in cities, counties and urban areas shall be turned over to the finance at the same level. 

  (five) the proper placement of the staff. 

  1. According to the actual needs of keeping official vehicles,Scientifically and rationally set up the positions of the logistics staff, and follow the principles of openness, equality, competition and merit selection.Among the existing registered official service personnel, the posts are determined by competitive recruitment and merit-based employment. 

  2. For the registered formal attendants who have not competed for posts,Vehicle reform units should strengthen post management in accordance with the principles of being active and steady, people-oriented and adapting to local conditions.Tap the internal potential, and properly resettle through internal transfer, opening up new jobs, leaving the post in advance and other ways. 

  3. For the registered official service personnel within 5 years (including 5 years) from the national legal retirement age,Upon my application and the consent of the unit,You can leave your post in advance, and your basic benefits such as salary and welfare will remain unchanged during your leave.Units and individuals continue to pay various social insurance premiums according to regulations, and when they reach the statutory retirement age of the country,Go through the retirement formalities. 

  4. For the registered official staff who voluntarily terminate the personnel relationship with the employer,The employing unit shall pay economic compensation in accordance with the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Personnel on the Trial Employment System in Institutions (Guo Ban Fa [2002] No.35) concerning the termination of the employment contract. For other service personnel who are no longer used after the vehicle reform and have labor relations with the vehicle reform unit,The vehicle reform unit shall terminate the labor relationship with it in accordance with the Labor Contract Law and other relevant provisions, and pay economic compensation. 

  5. The human resources and social security departments at all levels are responsible for formulating the implementation measures for the placement of service personnel.Car reform units in accordance with the principle of "who uses, who is responsible for" earnestly do a good job in the placement of the service personnel, and the required funds shall be guaranteed by the finance at the corresponding level. 

  (6) Improve the guarantee mechanism for official travel. 

  1. General official travel guarantee.Official travel within the scope of official transportation subsidies encourages the use of public transportation services. Special mission vehicle support.For vehicles carrying out special tasks such as major emergency rescue and disaster relief, accident handling and emergency handling, relevant government departments at all levels shall formulate emergency support plans.Approved by the provincial government.   (7) Establish and improve the supporting guarantee system for the reform of the official car system. 

  1. Strengthen the supervision and management of reserved official vehicles.The departments in charge of official vehicles at all levels shall, jointly with the relevant departments, strictly verify the establishment and standards of official vehicles for directional protection, and use new energy vehicles when updating vehicles for confidential communication and relatively fixed route law enforcement duty.Except for special work vehicles involving national security, investigation and handling cases, confidential communication vehicles, emergency vehicles, law enforcement duty vehicles, special professional and technical vehicles and other vehicles retained according to regulations should be centrally managed and physically identified.If conditions permit, satellite positioning and other methods can be used for supervision.   2. Strict financial management.Financial departments at all levels should strictly manage the budget of official transportation subsidies. All units should approve the subsidy amount according to the number and rank of the personnel participating in the reform.Strict payment of official transportation subsidies, shall not be allowed to expand the scope of subsidies, improve subsidy standards. 

  3. Strengthen the discipline inspection and audit supervision of official vehicles.Strict official vehicle discipline, all localities and units are not allowed to over-prepare and over-standard official vehicles in disguise for special purposes and other reasons.Do not change, borrow or occupy the vehicles of subordinate units or other units and individuals in any way, and do not accept vehicles donated by enterprises, institutions and individuals.No official vehicles such as law enforcement duty, confidential communication, emergency support, etc. shall be used or fixed for individuals in violation of the purpose for any reason, and no welfare shall be distributed in disguised form in the name of transportation subsidies.Public servants are not allowed to receive both official transportation subsidies and illegal use of official vehicles.   Fourth, strengthen organization and implementation

  (2) Division of responsibilities 

  1. Provincial Development and Reform Commission: According to the provisions on bus disposal in the Overall Plan for the Reform of Official Car System in Hunan Province,Coordinate and urge all functional departments to do a good job in the implementation of various tasks as required to ensure that the bus disposal work is completed on time with good quality and quantity. 

  2. Provincial Organs Administration Bureau: responsible for statistics and review of relevant data and vehicle files of vehicles to be disposed of;Issue approval for disposal; Through government procurement bidding,Determine the vehicle evaluation, auction, scrapping and dismantling institutions; Organize the transfer, evaluation, auction and scrapping of vehicles;Recover the public license plate number; Establish and cultivate social institutions that provide convenient services for provincial official travel in conjunction with relevant departments. 

  3. Provincial Department of Finance: responsible for formulating and reviewing the retention and reduction plan for law enforcement duty vehicles;Issued a reply to the bus disposal of the law enforcement duty department; The proceeds from supervision and disposal shall be handed over to the state treasury;Guide and standardize the accounting work. 

  4. Provincial Audit Office: audit and supervise the disposal of provincial buses.

  Third, the work steps 

  Vehicle disposal shall be carried out according to the following steps and time limit:
