Notice on the Construction of Consumption Agglomeration Area

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the decision-making arrangements of the CPC Central Committee and the State Council on giving priority to restoring and expanding consumption, promoting the consumption of services such as culture and tourism, promoting the healthy development of night culture and tourism economy, and better meeting the people’s growing needs for a better life, the Ministry of Culture and Tourism decided to carry out the construction of the third batch of national night culture and tourism consumption gathering areas (hereinafter referred to as "gathering areas"). The specific requirements are hereby notified as follows:
I. Reporting requirements
(1) The working ideas, selection requirements, working procedures, organization and implementation of the construction of the gathering area refer to the Notice of the General Office of the Ministry of Culture and Tourism on the Construction of the First National Night Culture and Tourism Consumption Gathering Area (No.123 [2021] of the Office of Industry Development).
(two) the provinces (autonomous regions and municipalities) and the Xinjiang production and Construction Corps recommend no more than six places, and the business hours of the gathering area should be no later than June 30, 2022. In order to strengthen overall planning and scientific layout, prefecture-level cities (municipal districts, counties, prefectures and leagues directly under the central government) and sub-provincial cities with four or more agglomeration areas will not be declared this time.
(3) Please ask the provincial cultural and tourism administrative departments to carefully organize the selection and recommendation work, strengthen the examination and strictly control, and send the recommendation letter (with the recommendation list of the cluster area), the examination report, the declaration form of the cluster area and other paper materials to the designated address by express mail before October 10, 2023. Please store the electronic materials with U disk or CD, and send them together with the paper materials.
Second, the construction requirements
The provincial administrative departments of culture and tourism should strengthen overall coordination, jointly with the people’s governments at the city and county levels where the gathering areas are located, implement the requirements of the Guidelines for the Construction of National Night Culture and Tourism Consumption Gathering Areas, support and guide the standardized, orderly, healthy and innovative development of various gathering areas, and prosper night culture and tourism economy.

According to the requirements of Measures for Restoring and Expanding Consumption forwarded by the General Office of the State Council to the National Development and Reform Commission, this construction guideline is formulated to promote the standardized, orderly, healthy and innovative development of national night culture and tourism consumption gathering areas (hereinafter referred to as "gathering areas"), give full play to the leading role, prosper night culture and tourism economy, accelerate the development of culture and tourism consumption, better meet people’s growing needs for a better life, and cultivate new economic growth points.
First, strengthen overall planning and integrated development.Adhere to the principle of "molding tourism with literature" and "displaying literature with tourism", dig deep into local cultural endowments and advantageous tourism resources, promote the integrated development of cultural, sports and business travel in combination with the implementation of rural revitalization strategy and urban renewal action, create industrial space, living space, art space and consumption space with rich cultural connotation and humanistic atmosphere, strive to create a good environment suitable for business, living, music and travel, build a new scene of culture and tourism consumption shared by host and guest, and better inherit and carry forward the advanced socialist culture.
Second, innovative consumption scene product supply.Reasonable layout of theater, leisure and entertainment, art exhibitions, intangible experience, cultural theme catering and other consumption facilities, enrich personalized customized products, enhance connotation and taste, and innovate consumption scenarios. Promote the construction of a new "small but beautiful" performing space with various formats such as immersive performances, interactive experiences, performances and restaurants. Make use of parks, lawns, squares and other open spaces to create a functional leisure area for performing arts, creative markets and camping. Hold concerts, music festivals, drama festivals, exhibition seasons, trade fairs, cultural and sports events and other activities, develop formats such as "music+tourism", "performance+tourism", "competition+tourism" and create new tourist destinations.
Third, focus on improving the quality of night service.In accordance with the principles of government-led, territorial management, combination of release and management, and standardization according to law, guide cultural and tourist merchants in the gathering area to engage in night business activities in designated areas and specified time periods. Promote the opening of museums, art galleries, libraries, science and technology museums, etc. in the agglomeration area at wrong times on weekdays, and extend the opening hours on weekends and holidays. Support qualified places to set up support funds, guide cultural and tourism consumers in the gathering area to extend their business hours and cultivate a night consumption atmosphere. Improve supporting service facilities such as night lighting, parking lot and public transportation. Coordinate the relationship between residents and merchants in mixed commercial and residential areas and safeguard the legitimate rights and interests of both parties. Piloting the construction of a 24-hour living circle according to local conditions.
Fourth, effectively promote secondary derivative consumption.Guide qualified places to include qualified products in the catalogue of intangible cultural heritage workshops and excellent cultural and creative products into the scope of subsidies for cultural and tourism consumption, and open exhibition stores within the scope of the gathering area. Highlight local characteristics and enhance the creative level and cultural connotation of tourism commodities. Develop special catering with local recognition, enrich the product supply of cultural and tourism consumption scenes, and let tourists take food home. According to local conditions, enrich artistic photography, night live performance, float parade, folk performances and other formats.
V. Measures to enrich consumption and benefit the people and enterprises.Implement the action plan of "100 cities and 100 districts" culture and tourism consumption, and promote the implementation of measures to benefit the people, such as consumption subsidies, redemption of bonus points, discounts for preferential merchants, ticket reduction and exemption, and improvement of payment facilitation level, and give priority to the gathering area. Small and micro enterprises that meet the requirements within the cluster area should fully accept the support scope of China UnionPay’s "Prosperous Plan", and return the handling fees generated by the above-mentioned enterprises’ UnionPay QR code transaction according to a certain proportion, so as to expand the coverage of the policy of benefiting enterprises. Guide the gathering area to actively participate in national and local cultural and tourism consumption promotion activities, and include them in the scope of support for measures to benefit the people in various places.
Sixth, strengthen publicity and promotion of brand marketing.Make good use of traditional media, new media platforms, social platforms, etc., strengthen publicity and promotion through multiple channels, channels and forms, and create a number of well-known consumption destinations, consumption promotion activities and consumption scenes. Guide cultural and tourism market players to innovate promotion models and marketing methods to attract online traffic into offline passenger flow.
Seven, create a good consumer market environment.Strictly implement the responsibility of territorial management and departmental supervision, strengthen the safety management of cultural and tourism markets, strengthen law enforcement supervision, and investigate and deal with all kinds of illegal business activities. Encourage local cultural and tourism administrative departments to strengthen communication and coordination with market supervision departments, carry out the construction of assured consumer merchants in the gathering area, standardize the order of the cultural and tourism market, safeguard the legitimate rights and interests of consumers, and create an honest, law-abiding, civilized, orderly, comfortable, green and healthy consumption atmosphere.
Eight, build a platform for industrial communication and cooperation.Organize exchange and docking activities, establish a cooperation mechanism between upstream and downstream enterprises in the industrial chain, and smooth the communication and cooperation channels between the cluster area and the key counseling and training objects in the cluster area and the head enterprises and financial institutions in related planning and design, content production, operation management, publicity and promotion, and technical services. We will promote the innovative development, quality improvement and efficiency improvement of agglomeration areas, promote the upgrading of key counseling and training objects, build more popular destinations for night consumption with active consumer markets, high concentration of formats and rich cultural connotations, and enhance the vitality of urban and rural economic and social development.
Nine, strengthen the dynamic management of data monitoring.Strengthen the application of big data technology, monitor the night passenger flow and consumption data in the gathering area, strengthen the trend judgment, grasp the development of the gathering area in time, and better guide and promote cultural and tourism consumption. Strengthen the guidance and support, organization and coordination, assessment and dynamic management of the agglomeration area, increase positive incentives and publicity, and timely study and formulate and implement the withdrawal and supplement mechanism.
