According to the Chinese government website, the State Council recently issued the "14th Five-Year Plan" national emergency system plan. It is proposed to strengthen risk monitoring, early warning and forecasting. Make full use of the Internet of Things, industrial Internet, remote sensing, video recognition, the fifth generation mobile communication (5G) and other technologies to improve the ability of disaster accident monitoring and perception, optimize the layout of natural disaster monitoring stations, improve the emergency satellite observation constellation, and build a disaster accident monitoring and early warning network covering the whole area of air, space, land and sea integration. Intelligent, networked, integrated and miniaturized sensing terminals are widely deployed, and national networking or regional networking within provinces (autonomous regions and municipalities directly under the Central Government) is implemented for safety monitoring and control of high-risk industries. Improve the comprehensive risk early warning system, enhance the ability of early risk identification, develop a refined meteorological disaster early warning and forecasting system, optimize the long, medium and short-term earthquake and post-earthquake trend forecasting business, and improve the public service level of safety risk early warning. Establish a standard system for the release of emergency early warning information, optimize the release methods, expand the release channels and languages, improve the coverage, accuracy and timeliness of the release, and strengthen the accurate release ability for specific regions, specific people and specific time. Establish a risk warning system for major activities and a system for suspension of classes and business in major disastrous weather, and clarify the risk level and safety measures. Promote the sharing of disaster and accident early warning information across departments and regions.
