1. Q: What is the background of the Measures?
A:In September, 2012, the State Council promulgated the Regulations on Education Supervision, proposing that "the state implements the supervision system" and explicitly requiring that "educational supervision institutions should strengthen the management of inspectors’ educational supervision activities and assess their performance of their duties".
After the promulgation of the Regulations on Education Supervision, all localities actively implemented it and strengthened the construction of inspectors. According to a preliminary survey, there are about 17,600 full-time inspectors and 103,800 part-time inspectors in the country, and a sufficient number of full-time and part-time inspectors have been established.
With the deepening of the reform and development of educational supervision, higher requirements are put forward for the construction of inspectors’ team under the new situation. It is necessary to strictly appoint and assess inspectors, strengthen supervision and training of inspectors, and strive to build a high-level inspector team with excellent business, reasonable structure and love for educational supervision.
To this end, on the basis of summarizing the practical experience of inspector management in various parts of the country, we have studied and promulgated the Interim Measures for Inspector Management to guide all localities to strengthen inspector management and comprehensively improve the overall level and comprehensive quality of inspectors.
2. Q: What are the main contents of the Measures?
A:The Measures consists of 7 chapters and 31 articles, including general provisions, appointment, responsibilities, supervision, training, assessment and supplementary provisions.
On the appointment of inspectors. On the basis of the Regulations on Education Supervision, the Measures add three requirements that inspectors should meet, and require inspectors to be appointed according to the procedure of recommendation-review-publicity-announcement.
On the responsibility and power of inspectors. The "Measures" emphasize that inspectors should carry out educational supervision in accordance with the procedures stipulated in the Regulations on Educational Supervision, refine the six duties that inspectors should perform and the five powers that they can exercise, and put forward clear requirements for the conditions for inspectors to carry out their work.
In terms of supervision. The "Measures" clearly require educational supervision institutions at all levels to manage four aspects of inspector work, and require inspectors to implement an avoidance system and take the initiative to accept social supervision.
Inspector training. The "Measures" mainly defined six aspects of inspector training, and at the same time made requirements on the training organized by educational supervision institutions, the training that inspectors should receive and the number of hours of training.
In the aspect of inspector assessment. The "Measures" clarify that the contents of the assessment mainly include the completion of supervision work, participation in training and honesty and self-discipline, and require educational supervision institutions at all levels to be responsible for the annual assessment and term assessment of inspectors at the corresponding level, and to classify full-time inspectors and part-time inspectors.
3. Q: What provisions are made in the Measures for the appointment of full-time and part-time inspectors?
A:The "Measures" put forward clear requirements for the appointment subject of full-time and part-time inspectors and the term of office of part-time inspectors: full-time inspectors are appointed by the people’s governments at or above the county level in accordance with the authority and procedures of cadre and personnel management, and part-time inspectors are appointed by the educational supervision institutions of the people’s governments at or above the county level according to the needs of educational supervision. The term of office of a part-time inspector is 3 years, and the renewal shall generally not exceed 3 terms. The "Measures" also made specific requirements for the appointment conditions and procedures of full-time and part-time inspectors.
4. Q: What are the duties and powers of the inspector?
A:According to the requirements of the "Measures", inspectors are assigned by educational supervision institutions and should perform six duties: First, supervise the performance of educational duties by the government and relevant departments. The second is to supervise the education and teaching of schools at all levels. The third is to supervise major issues such as educational hotspots and difficulties reflected by teachers, students or the masses. The fourth is to promptly supervise and handle emergencies that seriously affect or damage the safety of teachers and students, legitimate rights and interests, education and teaching order, and report them to the higher education supervision department at the first time. Fifth, after completing the supervision task every time, report the supervision situation to the education supervision institution at the same level in time and submit the supervision report. Sixth, complete other tasks assigned by the people’s government at the same level and educational supervision institutions.
Inspectors are assigned by educational supervision institutions and can exercise five powers: First, enter relevant departments and schools to conduct investigations on issues related to supervision matters. The second is to consult and copy documents and materials related to supervision matters. The third is to ask the supervised unit to explain the relevant issues of supervision matters. The fourth is to urge the problem to be rectified and implemented by interviewing relevant responsible persons. The fifth is to supervise and inspect the rectification of the supervised unit.

A:In view of the current problems such as the lack of funds for part-time inspectors to carry out educational supervision, the unsmooth promotion channels for inspectors’ titles or ranks, and the inability of inspectors’ working conditions to meet the needs of work, the Measures clearly stipulate that the education supervision department is responsible for providing part-time inspectors with the necessary funds for educational supervision; Governments at all levels and relevant departments should actively support inspectors to promote ranks or titles, and provide necessary working conditions for inspectors to carry out their work.

A:The "Measures" require educational supervision institutions at all levels to manage four aspects of supervision work: First, compliance with relevant regulations when implementing supervision. The fourth is to receive training as required.
7. Q: What are the requirements of the Measures for the training of inspectors?
A:The Measures put forward four requirements for the training of inspectors:
The first is to clarify the main unit of training. The "Measures" require that educational supervision institutions at all levels shall be responsible for organizing pre-job and on-the-job training for inspectors in accordance with their duties. The second is to clarify the training requirements. The "Measures" stipulate that newly hired inspectors should receive training before taking up their posts; The cumulative amount of intensive training that inspectors participate in each year should be no less than 40 hours. The third is to clarify the content of training. Including education-related policy documents, theoretical knowledge, tool application, business knowledge, application of modern information technology and practical cases. The fourth is to clarify the responsibilities of all parties. The State Council Education Steering Committee Office is responsible for guiding the national inspector training and organizing relevant training, and local educational supervision institutions at all levels are responsible for organizing and implementing the inspector training in this region, and establishing the training files of inspectors at the same level.

A:The first is to deploy the work immediately. Local education supervision institutions are required to formulate specific implementation rules or supervision management measures according to these measures and local conditions, and report them to the education supervision institutions at the next higher level.
The second is to strengthen publicity and implementation. Improve the awareness of the education administrative departments, education supervision departments and inspectors on the importance of strengthening the management of inspectors, combine with practical work, and take the promulgation and implementation of the Measures as an opportunity to strive to build a high-quality and professional inspector team.
The third is to organize special supervision in a timely manner. In the future, depending on the situation, we will organize supervision and verification on the implementation of the requirements of the Measures, strict appointment of inspectors, strengthening supervision of inspectors, and strengthening training and assessment of inspectors.
