Recently, the Changsha Municipal Public Security Bureau informed the public about the contents of the Regulations and the preparations for the implementation of the regulations.
The formulation of the "Regulations" adheres to demand orientation and takes into account the interests of all parties.
According to reports, the legislative work of Changsha’s local regulations "Changsha Dog Breeding Management Regulations" was started in 2015, organized and drafted by the Municipal Bureau of Justice (formerly the Legislative Affairs Office of the Municipal Government), and the Municipal Public Security Bureau undertook the specific drafting work. The Municipal People’s Congress Legal Committee, Supervision and Judicial Committee intervened in relevant work in advance and gave guidance throughout the process. The Regulations were adopted at the 18th meeting of the Standing Committee of the 15th Changsha Municipal People’s Congress on August 30, 2018, and officially promulgated with the approval of the 6th meeting of the Standing Committee of the 13th Hunan Provincial People’s Congress on September 30, 2018. The "Regulations" will be officially implemented on May 1, 2019.
During the drafting process, the Municipal Public Security Bureau has organized more than 30 legislative research meetings and various consultation meetings, convened dog owners, non-dog owners, small animal protection associations and grass-roots law enforcement departments for more than 20 discussions, and specially organized legislative hearings to ensure the openness, fairness and justice of the legislative process to the greatest extent.
"The drafting and formulation of the" Regulations "adheres to demand orientation, problem orientation and service orientation, which embodies the characteristics of taking into account the interests of all parties, innovating management measures and strengthening the concept of convenience." According to the relevant person in charge of the Municipal Public Security Bureau, in the process of formulating the Regulations, the legislative focus has always been on how to maintain social public order, protect personal health and safety, respect the legitimate rights and interests of dog owners and the living status of dogs, and give maximum consideration to the interests of all parties. In view of the problems such as poor dog information sharing, stray dogs being taken in, lost dogs being found, dogs hurting people and disturbing people, measures such as smart dog tags and electronic signs were clearly implemented, and an information sharing system and a dog detention place were established to further standardize dog management.
Fifty-five dog-raising license immunization convenience service points have been set up.
"According to the 56 animal diagnosis and treatment hospitals (pet hospitals) provided by the Municipal Bureau of Agriculture and Rural Affairs, our bureau went door-to-door to solicit opinions, and it has been determined that 55 animal diagnosis and treatment hospitals (pet hospitals) will be the first batch of dog-raising license immunization convenience service points in our city." According to the relevant person in charge of the Municipal Public Security Bureau, in accordance with the provisions of the Regulations, in order to further facilitate the masses and realize "running at most once", the public security organs apply for and approve the dog license online. For the convenience of the masses, rabies vaccine immunization, smart dog license issuance and electronic logo implantation are all handled in the same place, and the public can choose the dog license immunization convenience service point nearby. In the next step, the public security organs will, in accordance with the principles of convenience for the masses, convenience for management and voluntary application, jointly with the Agriculture and Rural Bureau, conduct a house-to-house audit of animal diagnosis and treatment hospitals (pet hospitals) that have obtained designated immunization qualifications, and gradually add dog-raising license immunization convenience service points as appropriate.
In order to ensure the smooth implementation of the "Regulations", the public security organs, guided by the specific business needs of dog management, built a dog management service information system through comprehensive combing and repeated research. At the same time, the Municipal Public Security Bureau, the Municipal Bureau of Agriculture and Rural Affairs and relevant trade associations worked closely together to confirm the catalogue of 43 kinds of dangerous dogs, including Belgian Shepherd, according to the aggression and body shape of dogs and referring to the identification standards and types of dangerous dogs in other provinces and cities. Apply for a dog license online to realize "running at most once"
How to apply for a smart dog license for your own dog is the most concerned issue for the public. The person in charge of the Municipal Public Security Bureau told the reporter that in order to maximize the convenience of the masses, all dog-raising licenses will be applied online, and offline processing will achieve "running at most once".
From May 1st, dog-raising citizens can download the "68 Pets" APP through their mobile phones or pay attention to the "96111 Convenience Service Bridge" WeChat WeChat official account, so they can submit the relevant materials of dog-raising license application and choose the nearest dog-raising license immunization convenience service point to handle it. After being approved by the public security organ, you can implant an electronic logo and get a smart dog tag by bringing the dog and related information to the selected service point.

A:Article 11 of the Regulations stipulates that "any unit or individual has the right to dissuade illegal dog-raising behavior, and can report and complain through the 12345 citizen service hotline or relevant departments." At the same time, the "Regulations" also clarified the responsibilities of public security organs, including handling dog-raising licenses; Kill rabies and dispose of stray dogs; Investigate and deal with dogs disturbing people, allowing dogs to intimidate others, and wounding dogs in violation of public security management; Investigate and deal with illegal behaviors such as raising dogs without permission and illegally taking dogs out of the house.
