Since the symposium on promoting the development of the Yangtze River Economic Belt was held two years ago, from Bashan Shushui to Jiangnan Water Town, all localities have worked hard to practice "joint protection, no development" and "ecological priority and green development", and a picture of clear water and green coastline has slowly unfolded.
From Black Pier to Green Shoreline

Yichang, Hubei Province, with the help of convenient shipping conditions and abundant phosphorite resources, the central city’s economy once grew at a high speed, but it fell into a bad reputation of "chemical encircling the river".
How to break it? Only a strong man broke his wrist.

Yuan Weidong, executive vice mayor of Yichang City, pointed out the window and said that according to the feedback from the Central Environmental Protection Inspector Group, the provincial government assigned 78 illegal wharves in Yichang City, of which 49 were banned, 26 were standardized and 3 were upgraded.
In fact, Yichang has banned 151 illegal docks.
Not only was it banned, but after dismantling production equipment, Yichang actively planted trees to restore green, with a total area of 477,000 square meters and repaired the ecological coastline for 25 kilometers.
In Sanxin Phosphorus and Calcium Co., Ltd., which is about 500 meters away from the Yangtze River, a batch of dismantled equipment is piled up in the open space. Yangweihua, the head of Xiaoting District, Yichang City, said frankly that the company was introduced in 2011 in order to make better use of low-grade phosphate rock and improve the utilization rate of resources. This factory has made certain contributions in a certain period. "But in the new era, it is inevitable that it will be shut down from a technical point of view or an ecological point of view."
In Yichang alone, in 2017 alone, 25 chemical enterprises along the Yangtze River "arrived at the station", which is only the first step of the three-year action of "clearing" chemical enterprises within one kilometer along the Yangtze River.
In the ancient city of Luzhou, an action to clear illegal docks and protect drinking water sources is "brewing" the happiness of the whole city. Tang Daiqiang, manager of Luzhou Nanjiao Water Industry Co., Ltd. told the reporter that before going to the riverside to clean up the garbage, he could pick up several bags of garbage every time. Now he can just pick up a small bucket. "Moreover, I used to have to go every day, but now I can go every few days."
Looking at the whole Yangtze River basin, six special actions for ecological environmental protection are like swords drawn out. All 959 "black docks" have been demolished, of which 809 have completed ecological greening, and 826 have been started and 498 have been completed in 928 black and odorous water bodies in 110 prefecture-level cities and above … …
"In the past two years, the most profound change has been the change of ideas." Jiang Fuyi, secretary of the Luzhou Municipal Party Committee, said with emotion that the concept of "jointly protecting and not developing" was deeply rooted in people’s hearts and became a consensus.
Increase and decrease speed "appropriate" is the most important.

Upper Yangtze River, Yunnan, Erhai Lake. Remediation actions of "two violations" in river basins, treatment actions of "two pollutions" in villages and towns, reduction actions of non-point source pollution, and acceleration actions of pollution interception and pollution control projects & HELIP; … As a result, from January to October 2017, half of the monthly water quality reached Class II standard, an increase of one month compared with the same period in 2016; In October, the water transparency of Erhai Lake rose to 1.9 meters, reaching the highest level in the same period since 2000.
Middle reaches of the Yangtze River, Hubei, Wuhan. The six lakes in Hanyang and the ecological water network in Dadong Lake have made progress in stages. The sewage treatment rate has reached more than 95%, and the sludge treatment capacity in the central city has reached 1,600 tons/day. More than 300 chemical enterprises have completely stopped production and moved out.
Lower Yangtze River, Shanghai, Chongming Island. In order to build a world-class ecological island that embodies China elements, charm of the south of the Yangtze River and island characteristics, Shanghai plans to take the lead, formulate and issue the Decision on Promoting and Safeguarding the Construction of Chongming World-class Ecological Island and other laws and regulatory documents, add and subtract simultaneously, strictly control the ecological space, and draw the ecological red line.
The relevant person in charge of the National Development and Reform Commission said that, on the whole, in the past two years, the relevant regions have unified their thinking and done a lot of practical work in restoring the ecological environment of the Yangtze River in an overwhelming position.
The word "common" starts with protection.
The Yangtze River Economic Belt covers about 21% of the whole country, and its population and economic aggregate both exceed 40% of the whole country. To do a good job in the great protection of the Yangtze River, we can’t fight separately. We must adhere to the idea of playing chess and make a fuss about the word "common".
All localities are actively exploring for this. On June 30, 2017, the first joint meeting of inter-provincial consultations in the upper reaches of the Yangtze River was held in Chongqing. The four provinces and cities of Chongqing, Sichuan, Yunnan and Guizhou reviewed and approved the Implementation Rules for the Inter-provincial Consultation and Cooperation Mechanism in the Upper Reaches of the Yangtze River.
Hubei, Jiangxi and Hunan in the middle reaches of the Yangtze River have also strengthened cooperation in lake protection and ecological restoration, and jointly enforced laws to crack down on illegal wharf construction, illegal sand mining and illegal fishing in the main stream of the Yangtze River.
At the same time, we should be soberly aware that although the concept of "jointly protecting and not developing" and "ecological priority and green development" has been deeply rooted in the hearts of the people, in practice, the phenomenon of insufficient imbalance still exists, and there is no room for the idea of relaxing and resting.
Take the inspector’s opinion that the Central Fifth Environmental Protection Inspector Group gave back to Sichuan on December 22, 2017 as an example. The inspector group believes that the water environment of some branches of the Yangtze River is "grim". Specifically, the water quality of about 30% of the monitoring sections in five major river basins, such as Sichuan section of the Yangtze River, Jinsha River, Tuojiang River, Minjiang River and Jialing River, failed to meet the standards. Among them, the proportion of IV and V water quality sections in 38 sections above provincial control in Tuojiang River basin increased from 29.0% in 2013 to 66.7% in 2016, and the water environment quality continued to deteriorate.
Wu Xiaohua, vice-president of China Macroeconomic Research Institute, believes that on the basis of doing their own work, all areas along the Yangtze River should promote the breakthrough of the ecological benefit compensation mechanism, especially the horizontal compensation mechanism as soon as possible, otherwise, it will be difficult for the Yangtze River Economic Belt to truly become an organic subject.
