On building a high-level "non-legacy city" and creating a new era
Suggestions on the implementation of the example of intangible cultural heritage protection city
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and thoroughly study and implement the spirit of the important instructions of the Supreme Leader General Secretary on the protection of intangible cultural heritage, according to the Opinions on Further Strengthening the Protection of Intangible Cultural Heritage issued by the General Offices of the General Office of the Central Committee of the CPC and the State Council and the requirements of relevant provincial documents, combined with the reality of Hangzhou, we now put forward the following implementation opinions on building a high-level "strong city with intangible cultural heritage" and creating an example of a city with intangible cultural heritage protection in the new era.
I. General requirements
(1) Significance. Building a high-level "non-legacy city" and creating an example of a city protected by intangible cultural heritage in the new era is the responsibility of the times to implement the spirit of the important instructions of the Supreme Leader General Secretary, cultivate the unique advantages of Hangzhou’s intangible cultural heritage, and carry forward China’s tea culture. It is also a regional practice to promote the systematic protection of intangible cultural heritage, better meet people’s spiritual and cultural needs, and promote cultural self-confidence. It is also a concrete manifestation of Hangzhou’s contribution to promoting the creative transformation and innovative development of Chinese excellent traditional culture, enhancing the cohesion of the Chinese nation and the influence of Chinese culture, deepening the exchange and mutual learning of civilizations, telling the stories of Chinese excellent traditional culture well, and promoting China culture to go global better.
(2) guiding ideology. Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, guided by the socialist core values, adhering to the working principle of "protection first, rescue first, rational utilization, inheritance and development", adhering to creative transformation and innovative development, conscientiously implementing the relevant decision-making arrangements of the provincial party committee and municipal party committee, improving the level of systematic protection of intangible cultural heritage, building a high-level "intangible cultural heritage strong city" and creating a new era intangible cultural heritage protection city example that is suitable for the Chinese modern city example.
(3) Development goals
By 2025, the system for the protection, inheritance and utilization of intangible cultural heritage with Hangzhou characteristics will be further improved, a good situation for the whole society to participate in the protection of intangible cultural heritage will be further formed, representative projects of intangible cultural heritage will be effectively protected, and the role of intangible cultural heritage in serving the present and benefiting the people will be further exerted, and a "strong city with national influence" will be basically built.
By 2035, the concept of protection is deeply rooted in people’s hearts, the intangible cultural heritage of the city has been protected at a high level, the vitality of inheritance has been significantly enhanced, and the utilization efficiency has been significantly improved, and a high-level "non-legacy city" has been built in an all-round way, becoming a city example for the protection of intangible cultural heritage in the new era.
II. Promoting the systematic protection of intangible cultural heritage
Taking the "Eight Actions" as the starting point, we should persist in innovation, enhance the awareness of systematic protection, build a systematic protection pattern, inherit in protection and develop in utilization, and build an intangible cultural heritage protection and inheritance system with Hangzhou characteristics.
(1) Deepening the action of resource investigation and recording. Deepen the investigation of resources, carry out key special investigations, and comprehensively find out the types, quantity, distribution, living environment and protection status of intangible cultural heritage resources in the city. Promote the intangible cultural heritage recording project, and comprehensively and systematically record the representative projects and inheritors of intangible cultural heritage at the national, provincial, municipal and county levels. Combined with the construction of digital cultural system, we will create a digital application scene of intangible cultural heritage in the city. Strengthen the digital construction of archives and records, and improve the openness and utilization of archives and records.
(2) actions to deepen the construction of the directory system. Focusing on building a more scientific and reasonable representative directory system of intangible cultural heritage, we will standardize the recommendation and identification of representative intangible cultural heritage projects and representative inheritors. Strengthen the evaluation of the survival status of representative projects, improve the performance evaluation and dynamic adjustment mechanism, strengthen the dynamic management of representative inheritors, and improve the exit mechanism. Give full play to the demonstration, leading and benchmarking role of representative inheritors, and explore the identification of municipal representative inheritance groups (groups).
(3) Deepening the action of cultivating people who pass on their heritage. Promote the representative inheritors of intangible cultural heritage to be included in relevant talent plans, improve policy support for the inheritance activities of representative inheritors, and increase support for representative inheritors. We will implement the research and study plan for the inheritors, hold training courses, seminars and non-legacy public welfare training courses for the inheritors, support representative inheritors to carry out the activities of teaching with apprentices and inheriting and learning, run the Hangzhou non-legacy master studio well, strengthen the echelon construction of the representative inheritors, and continuously expand the inheritance team.
(4) Deepening classified protection actions. Implement the "3+N" protection action of human intangible cultural heritage project to improve the quality and efficiency of protection. We will promote the protection and revitalization plan of traditional drama and the inheritance and development plan of Quyi, deepen the "three advances" activities of traditional drama and Quyi, strengthen the construction of Quyi bookstore, and promote the inheritance and development of intangible cultural heritage of traditional music, traditional dance and other performances. Promote the revitalization plan of traditional crafts in China, and strengthen the protection and inheritance of Hangzhou traditional crafts such as tea-making skills, silk weaving skills and cutting skills. Promote the application of traditional Chinese medicine and traditional sports intangible cultural heritage in modern life. Strengthen the rescue protection of endangered projects.
(five) to deepen the overall protection demonstration action. Combined with the Grand Canal National Cultural Park, Shilu Cultural Belt, Song Yun Cultural Handed down Project, "Three Rivers and Two Banks" Water Gold Tourism Line, Millennium Ancient City Revival and other key projects, we will explore the regional overall protection mode, and implement overall protection for villages, towns and blocks with relatively concentrated representative projects of intangible cultural heritage, distinctive regional characteristics and complete formal connotation. Deepen the construction of folk culture villages, intangible theme towns and intangible ecological protection zones, strive for national cultural ecological protection zones and provincial cultural heritage ecological protection zones, and promote the construction of "Qiantang River Shilu (Fuchun landscape, Qiantang tide) cultural heritage ecological protection zone" and "Grand Canal cultural heritage ecological protection zone". Strengthen the protection of intangible cultural heritage in the process of new urbanization. Strive for a number of "non-legacy in the community" demonstration sites.
(6) Deepen the action of upgrading position facilities. Build Hangzhou Intangible Cultural Heritage Protection Center, promote the construction of intangible cultural heritage museums in relevant districts and counties (cities), and accelerate the full coverage of intangible cultural heritage museums at the city and county levels. Rational use of immovable cultural relics, historical buildings, industrial sites, public cultural spaces, etc. to build a number of intangible cultural heritage inheritance experience sites. Encourage social forces to participate in the construction of intangible cultural heritage inheritance experience facilities. Strive for more national and provincial intangible cultural heritage inheritance experience facilities to settle in Hangzhou. Improve the use efficiency and service level of various facilities.
(7) Deepening integration, innovation and development actions. Promote "non-legacy+tourism", cultivate a number of characteristic scenic spots and characteristic tourism, research and performing arts products, and build a number of characteristic hotel and homestays. Promote "non-legacy+cultural creation" and support the use of intangible cultural heritage resources for literary and artistic creation and the development of cultural and creative products such as animation, games, cosmetics and works of art. Give full play to the advantages of "the capital of e-commerce" and broaden the channels of display, promotion and sales. Do a good job in the pilot work of "non-legacy helps common prosperity" as required, create a four-in-one operation mode of "government+enterprise+university+inheritor", and cultivate a number of traditional craft workstations and intangible cultural heritage workshops.
(eight) to deepen publicity and popularization. Combined with the revitalization project of traditional festivals in China, we will support the holding of non-legacy New Year Festival, Mid-Levels long summer Festival and other activities. According to the regulations, we will do a good job in the "Cultural and Natural Heritage Day" intangible publicity and display, Zhejiang China Intangible Cultural Heritage Expo (Hangzhou Craft Week) and other activities. Open the column of "Exploring the Intangible Heritage of Hangzhou", expand the influence of "Hangzhou Intangible Heritage" Tik Tok, launch a number of "online celebrity" communication brands, make good use of intangible heritage museums, museums, libraries, Xiling School and other platforms, and strengthen the publicity and promotion of intangible cultural heritage. Encourage colleges and universities to set up specialized and characteristic courses related to intangible cultural heritage, and build a number of campus heritage bases. Strengthen theoretical and applied research, and compile and publish "City Memory-Hangzhou Intangible Cultural Heritage Series".
Third, coordinate the deep integration and high-quality development of "three teas"
With the protection, inheritance and utilization of "China traditional tea-making techniques and related customs" as the core, we will adhere to the principle of shaping tea, prospering with tea and empowering with science and technology, and coordinate the "six teas dance" of drinking tea, drinking tea, eating tea, playing tea and serving tea, so as to promote the deep integration and high-quality development of tea culture, tea industry and tea technology.
(A) high-intensity promotion of tea culture. Give full play to the role of the "China Traditional Tea-making Techniques and Related Customs" Protection Working Group and its secretariat, follow the requirements of UNESCO’s performance report, implement the protection plan from 2021 to 2025, and create a "golden business card" with important international influence. Deepen the research and exchange of tea culture represented by Hangzhou green tea production skills (West Lake Longjing) and Jingshan tea banquet, and strengthen the base, exhibition and dissemination. Support the holding of activities such as "West Lake Longjing Tea Fighting Conference", "West Lake Longjing Tea Roasting King Competition and Mentoring League" and "National Tea Day" to deepen the aesthetic study of Jingshan Tea Banquet. Promote the construction of the conference and exhibition center of Hangzhou Tea Expo, and embed it in the non-legacy area of China Tea Museum and the exhibition and exchange center of "China traditional tea-making skills and related customs". Compile the Complete Book of West Lake Longjing Tea, Series of Jingshan Tea and China Tea in Intangible Heritage, and start the application of West Lake Longjing to the world’s important agricultural cultural heritage. Give full play to the advantages of digital technology and cultural and creative industries in Hangzhou and increase the research and development of tea culture products.
(B) High-quality tea industry. Deepen the work of strengthening tea by science and technology and machinery, promote the development of famous tea brands led by West Lake Longjing, and enhance the popularity of tea brands such as Jingshan Tea, Qiandaohu Tea and Jiuqu Hongmei. Strengthen the protection and utilization of tea germplasm resources and optimize the structure of tea products. Encourage moderate scale management of tea gardens, promote the construction of ecological tea gardens, and promote the quality and efficiency of tea gardens. Improve the standard system, quality system and inspection system of Hangzhou famous tea production such as West Lake Longjing. Build a cooperative platform for the common prosperity of tea farmers, tea enterprises and tea villages to promote the development of village-level collective economy. Develop tea culture tourism, launch a number of tea culture tourism brands, support the high-quality development of "three teas" such as Jingshan Town, Longwu Tea Town and Jiujie Street, and help the common prosperity of tea producing areas and the modernization of agriculture and rural areas. Integrate and upgrade the tea market, and run well the China International Tea Expo, China Tea Olympics and other tea-themed exhibitions. Implement the Regulations on the Protection and Management of Longjing Tea in Hangzhou West Lake to provide legal protection for the healthy development of the tea industry.
(3) High-level innovative tea technology. Give full play to the role of tea-related scientific research institutions in Hangzhou, improve the system and mechanism with enterprises as the main body, market as the guidance and Industry-University-Research as the combination, strengthen scientific research and technical research, promote tea scientific and technological innovation, and strengthen the transformation of achievements and the promotion of excellent varieties around the key areas and key links of the tea industry chain. Empower tea production, management, management and service with digital technology and artificial intelligence, develop smart digital tea gardens, and innovate management models. Give full play to the famous tea effect, promote the integration and development of primary, secondary and tertiary industries, and develop tea industries such as tea deep processing, summer and autumn tea utilization, tea health products, tea food, tea daily necessities and tea utensils. Support tea beverage enterprises to strengthen core technology research and make the tea beverage industry bigger and stronger.
Fourth, safeguard measures
Strengthen innovative thinking, promote innovation breakthroughs in organizational leadership system, institutional policy system and work promotion system, and provide a strong guarantee for building a high-level "non-legacy city" and creating an example of intangible cultural heritage protection city in the new era.
(1) Innovative organizational leadership system. Improve the coordination and promotion mechanism, implement the main responsibility, improve the closed-loop management mechanism for the protection, inheritance and utilization of intangible cultural heritage, and further enhance leadership and organization.
(2) Innovating the institutional policy system. Improve the system and mechanism of bringing intangible cultural heritage protection into the relevant planning of economic and social development. Improve the financial support guarantee mechanism and strengthen the performance evaluation of fund use. We will implement preferential tax policies for enterprises related to intangible cultural heritage in accordance with regulations, encourage financial institutions to support the protection of intangible cultural heritage, guide all sectors of society to participate in the protection and inheritance of intangible cultural heritage in various forms, and improve the multi-input mechanism.
(3) Innovation work promotion system. We will build a working mechanism that adapts the protection force to its responsibilities and tasks, promote the innovation of management and operation systems and mechanisms, and strengthen the construction of intangible cultural heritage protection teams. Establish a collaborative mechanism of competent departments, experts and scholars, responsible subjects, inheritors and social forces. Establish a publicity and promotion mechanism combining centralized publicity with normalized publicity to create a good atmosphere of public opinion.
