Main work in the past year
The year 2023 is the first year to fully implement the spirit of the 20th Party Congress, the first year for our city to organize and implement the "Ten Actions" to promote high-quality development, and the new year for the 18th Municipal People’s Congress and its Standing Committee. The Municipal Party Committee attaches great importance to the work of the National People’s Congress, regularly listens to the work report of the Party Group of the Standing Committee of the Municipal People’s Congress, studies and deploys important tasks in a timely manner, and puts forward clear requirements for the work and construction of the National People’s Congress many times, emphasizing the need to persist in striving for progress while maintaining integrity and innovation, further improve the quality of legislation, enhance the effectiveness of supervision, play a representative role, strengthen self-construction, earnestly perform various duties entrusted by the Constitution and laws, and provide a solid and powerful guarantee for high-quality development.
Over the past year, under the leadership of the Municipal Party Committee, the Standing Committee of the Municipal People’s Congress has adhered to the guidance of Socialism with Chinese characteristics Thought, the supreme leader in the new era, and fully implemented the spirit of the 20th Party Congress and the Second Plenary Session of the 20th Central Committee.
In-depth study of the Supreme Leader’s thoughts on the rule of law and the important thoughts of the Supreme Leader’s General Secretary on upholding and improving the people’s congress system, conscientiously implement a series of important instructions of the Supreme Leader’s General Secretary on Tianjin’s work, adhere to the organic unity of the party’s leadership, the people being the masters of the country and governing the country according to law in accordance with the arrangements of the Third and Fourth Plenary Sessions of the 12th Municipal Party Committee and the Economic Work Conference of the Municipal Party Committee, thoroughly practice the people’s democracy in the whole process, exercise all functions and powers in strict accordance with the law, promote the high-quality development of the work of the National People’s Congress
First, closely improve the political position and focus on strengthening the party’s leadership
Adhere to the party’s overall leadership as the highest political principle and fundamental political guarantee for doing a good job in the work of the National People’s Congress, resolutely safeguard the authority of the CPC Central Committee and centralize and unify leadership, profoundly understand the decisive significance of the "two establishment", enhance the "four consciousnesses", strengthen the "four self-confidences" and achieve the "two maintenance", constantly improve political judgment, political understanding and political execution, and unswervingly maintain a high degree of consistency with the CPC Central Committee with the supreme leader as the core.
Persistently use the supreme leader’s Socialism with Chinese characteristics Thought in the new era to build a soul, and focus on learning, understanding, believing and using. Strictly implement the first topic system of the party group meeting, improve the first topic mechanism of the theoretical study center group of the party group, carry out multi-form, hierarchical and normal study, fully understand the scientific system, core essence and practical requirements of this important thought, accurately grasp the world outlook, methodology and standpoint and viewpoint methods of "six musts", deeply understand the internal logic, historical inevitability and great significance of "two combinations", and comprehensively and systematically deepen and integrate them. Carry out theme education in a down-to-earth manner, focus on what you insist on, take studying and implementing the supreme leader’s thought of rule of law and the important thought of the supreme leader’s general secretary on adhering to and improving the people’s congress system as compulsory courses and basic skills, further strengthen the confidence of the system, grasp the working rules, constantly improve the political stance and theoretical level of doing a good job in the work of the people’s congress, and strive to adhere to, improve and operate the people’s congress system well.
In-depth study and implementation of the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, conscientiously implementing the decision-making arrangements of the CPC Central Committee and the work requirements of the Municipal Party Committee, persisting in studying in depth, seeking new places and doing practical things, doing a good job in study and training, conducting exchanges and seminars, and in-depth publicity and preaching, deeply understanding the China characteristics, essential requirements and major principles of Chinese modernization, and further strengthening the confidence and determination to comprehensively promote the construction of a strong country and the great cause of national rejuvenation with Chinese modernization. It is deeply recognized that the "Ten Actions" is an important starting point for the municipal party committee to implement the spirit of the 20th Party Congress into action, concretization and practice, and it is also a Tianjin practice to promote high-quality development. We should give full play to the advantages and effects of the people’s congress system, and better serve the task of high-quality economic and social development and reform in the city with the practical actions and achievements of high-quality development of the work of the people’s congress.
Seriously study and understand the spirit of the important instructions made by the Supreme Leader General Secretary on the occasion of the tenth National Constitution Day, thoroughly study Socialism with Chinese characteristics’s constitutional theory, firmly safeguard the authority and dignity of the Constitution, and ensure that all work implements the constitutional provisions, abides by the constitutional principles and conforms to the constitutional spirit. Strictly implement the constitutional oath system, organize newly appointed personnel to take the constitutional oath, and enhance the consciousness and initiative of state staff to implement the constitution. Hold a symposium on National Constitution Day, strengthen constitutional self-confidence, enhance constitutional consciousness, fulfill the constitutional mission, and constantly lead the full implementation of the Constitution to a deeper level.
Adhere to the center and serve the overall situation, take the "Ten Actions" to promote high-quality development as the responsibility, aim at the direction of assistance, formulate specific plans, refine the work list, compact the responsibility, and promote the implementation of tasks. Focus on the main business of the NPC, make precise efforts in legislation, supervision and representation, concentrate on observing people’s feelings, listening to people’s voices, accepting people’s opinions, and collecting people’s wisdom, and gain momentum in visiting needs, matchmaking, coordination and docking, research and promotion, and pay close attention to implementation, which fully reflects the responsibility and actions of the NPC.
The party group fully fulfills its political leadership responsibilities, and gives full play to the role of guiding, managing the overall situation and ensuring implementation around the decision-making arrangements of the municipal party Committee to implement the major policies of the CPC Central Committee. Carefully examine and approve key plans, study important issues, plan work ideas, strengthen organization and supervision, and promote the implementation of various tasks. Strictly implement the request reporting system, take the initiative to report to the municipal party Committee, and make request reports on important meetings of the National People’s Congress, important legislation, important work and major issues in a timely manner. Adhere to the principle that the Party is in charge of cadres, appoint and remove 254 staff members of state organs according to law, and ensure the smooth realization of the personnel arrangement intention of the Municipal Party Committee.
Second, closely promote good laws and good governance, and strive to improve the quality of legislation.
We will further promote scientific legislation, democratic legislation and legislation according to law, give full play to the leading role of the National People’s Congress in legislative work, firmly grasp the functional orientation of implementation, complementarity and exploration, firmly grasp the key to improving the quality of legislation, follow legislative laws, highlight local characteristics, and ensure that the revised laws and regulations are valid, feasible and effective. Over the past year, a total of 15 laws and regulatory decisions were reviewed and adopted, including 8 laws and regulations, 2 amendments to laws and regulations, 2 decisions to amend laws and regulations, and 3 decisions on legal issues.
Carefully prepare the five-year legislative plan. Publicly solicit suggestions for legislative projects, solicit opinions extensively, conduct in-depth research and demonstration, analyze actual needs, communicate and coordinate repeatedly, and fully condense legislative consensus. Adhere to the urgent need first, focus on long-term planning, focus on the needs of high-quality development, the urgency of high-level reform and opening up, the hope of high-efficiency governance, and the desire of high-quality life, highlight legislation in key areas and emerging areas, and determine 142 projects in three categories: scheduled review, preparatory review and investigation. Strengthen the concept of system, enrich the legislative form, make overall plans to reform and abolish the release, arrange the time sequence reasonably, allocate resources effectively, and further enhance the systematicness, integrity, coordination and timeliness of local legislation.
Strengthen high-quality development legislation. In order to thoroughly implement the state’s decision-making and deployment on cultivating an international consumption center city, a special decision has been made to define key tasks and safeguard measures such as building carriers, gathering resources, improving conditions and innovating scenarios, releasing potential, enhancing motivation and promoting consumption transformation and upgrading. Formulate food safety regulations, adhere to the most stringent standards, the strictest supervision, the most severe punishment and the most serious accountability, standardize food production and operation behaviors, refine online food trading regulations, improve the management system of small food workshops, small restaurants and food vendors, and build a whole-process supervision system from farmland to table to ensure that people can eat with peace of mind. Formulate regulations for the promotion of gene and cell industries, support basic research and applied research, and encourage industrial innovation and cluster development. Formulate road transport regulations, clarify management system, standardize service behavior, maintain market order, and promote the healthy development of road transport industry.
Strengthen the legislation of talent support. Formulating regulations for promoting talent development plays an important role in promoting and ensuring the optimization of talent development environment, stimulating the vitality of innovation and entrepreneurship, and promoting the implementation of the strategy of strengthening the city with talents. The bill submitted to this congress for deliberation has been deliberated by the Standing Committee for three times. I believe that with the joint efforts of all delegates, this legislative task will be successfully completed. Amend the regulations on vocational education, summarize and solidify the characteristic practices and beneficial explorations of our city, improve the system and mechanism of vocational and general integration, production and education integration, and science and education integration, so as to lay a solid foundation for the rule of law to promote the high-quality development of vocational education. Formulate the first regulations on promoting the integration of production and education in vocational education in China, adhere to the principle of promoting production by teaching and teaching assistants by production, improve the demand-oriented talent training model, support the construction of innovative platform carriers, promote the deep cooperation between schools and enterprises in educating people, and promote the close connection between education and industry and the effective matching of talents and development.
Highlight the legislation of Hongde. In order to better meet the spiritual and cultural needs of the masses, promote the construction of scholarly Tianjin, formulate regulations on promoting reading for all, clearly improve the reading infrastructure, increase the promotion of the whole people, enrich the supply of high-quality content, optimize the service guarantee system, and promote the formation of a strong atmosphere of loving reading, reading well and reading well. Formulate family education promotion regulations, adhere to the clear orientation of putting morality first, clarify the responsibilities of families, governments, schools and society, guide the whole society to pay attention to family, family education and family style, and jointly promote the healthy growth of minors. Formulate regulations on the publicity and education of the rule of law, strengthen the responsibility system for those who enforce the law, implement accurate law popularization in different levels, and promote the enhancement of the concept of the rule of law and improve the quality of the rule of law. In order to give full play to the role of procuratorial functions, the decision on strengthening the legal supervision of procuratorial organs in the new era was revised.
Strengthen the legislation of ecological civilization construction. Amend the regulations on wetland protection, improve the hierarchical management system, strictly supervise the use, promote protection and restoration, enhance biodiversity, promote scientific and rational utilization, and ensure the ecological security of wetlands. Formulate regulations on the management of urban drainage and reclaimed water utilization to meet the needs of urban-rural integration, clearly strengthen rural domestic sewage treatment, improve the drainage management system, strengthen sewage treatment measures, and encourage the priority use of reclaimed water. In order to strengthen the red line management of ecological protection, strictly observe the natural ecological security boundary, make relevant decisions, standardize the red line delineation and adjustment requirements, clarify the control measures, strictly supervise and manage, and realize a red line to control important ecological space.
Continue to deepen regional collaborative legislation. Synchronize with the Standing Committee of Beijing Municipal People’s Congress and Hebei Provincial People’s Congress to make a decision to promote the construction of Beijing-Tianjin-Hebei collaborative innovation community, adhere to complementary advantages, win-win cooperation, strengthen regional collaborative innovation and industrial cooperation, and promote the orderly flow, scientific allocation, open sharing and efficient utilization of innovative resources in the Beijing-Tianjin-Hebei region. Together with the Standing Committee of Beijing-Hebei People’s Congress for the first time, we worked out a collaborative legislative plan, focusing on the key points jointly deployed by the party committees of the three places, the focus of economic and social development, and the hot spots of common concern to the people, and arranged 39 collaborative legislative projects. To undertake the 10th meeting of the legislative cooperation mechanism of Beijing-Tianjin-Hebei People’s Congress, strengthen communication, promote benign interaction, and promote the continuous development of collaborative legislation.
Improve the working mechanism of legislation. Revise local laws and regulations, conscientiously sum up and absorb the practical experience of our city’s legislative work, improve local legislative procedures, promote the integration of legislation and reform, and strengthen the work of making legislation public, so as to provide a more complete system guarantee for standardizing legislative activities and improving the quality of legislation. We will promote the construction of grass-roots legislative contact points, set up six new contact points, and increase the total number to 23, further enrich the types of contact points, extend the working tentacles, realize the full coverage of all districts, and play the role of a through train for listening to opinions through legislation.
Strengthen the record review system and capacity building. In accordance with the requirements of having everything necessary, being prepared, and correcting mistakes, 6 government regulations and 53 other normative documents were put on record for review, consciously safeguarding the unity of the national rule of law. Listening to the report on the review of the record, it is required to strengthen the review, enrich the review methods, and enhance the rigidity of error correction. Improve the informatization level of filing and review, complete the database construction of regulatory documents, realize online operation and open to the public.
Third, closely strengthen the rigidity of supervision and strive to improve the effectiveness of supervision
Make good use of the supervision power entrusted by the Constitution and laws, adhere to correct supervision, effective supervision and supervision according to law, focus on major issues related to reform, development and stability, focus on outstanding issues that the people are generally concerned about, make overall use of various legal supervision methods, select the right cut-in angle, grasp the work scale, increase the promotion, combine support with supervision, and promote the full implementation of statutory duties, effective performance of statutory obligations and full protection of statutory rights. Over the past year, we have heard 21 reports on deliberation, carried out 4 law enforcement inspections and organized 5 special investigations.
Help the economic development to be stable and positive. Firmly grasp the primary task of high-quality development, strengthen the supervision of economic operation, regularly analyze the economic situation, put forward suggestions around completing key tasks, and promote the realization of development goals. Hearing and deliberating the mid-term evaluation report on the implementation of the 14th Five-Year Plan, we proposed to implement the new development concept completely, accurately and comprehensively, actively integrate and serve to build a new development pattern, comprehensively deepen reform and opening up, seize the major opportunities such as the coordinated development of Beijing-Tianjin-Hebei, focus on changing the mode, adjusting the structure, improving quality and increasing efficiency, and promote scientific and technological innovation, industrial rejuvenation, urban renewal, and overall rural revitalization. Hearing and deliberating the report on the implementation of the national economic and social development plan, we stressed the need to adhere to the general tone of striving for progress while maintaining stability, exert efforts from both the demand side and the supply side, promote the transformation and upgrading of traditional industries, accelerate the construction of a modern industrial system, cultivate and expand various market players, enhance the endogenous motivation for development, form more new quality productivity, and promote the effective improvement of quality and reasonable growth of the economy.
Strengthen the examination and supervision of budget and final accounts and the management and supervision of state-owned assets. Listen to the report on the rectification of budget implementation, audit work and problems found in the audit, review and approve municipal final accounts and budget adjustment plans, strengthen budget constraints and performance management, and promote fiscal policy to increase efficiency. Deepen the review and supervision of government debt, pay attention to the prevention and resolution of debt risks, and promote strict and standardized management. Review the comprehensive report on the management of state-owned assets and the special report on the management of state-owned assets of financial enterprises, and emphasize the need to deepen the reform and innovation of state-owned state-owned enterprises, revitalize the stock, cultivate the increment, improve the quality, and constantly strengthen and improve the state-owned economy. Formulate a five-year plan for the supervision of state-owned assets management. Improve and upgrade the function of budget networking supervision system, and strengthen the guidance for district-level system construction.
Strengthen the supervision of science, technology and education. In order to improve the scientific quality of the whole people and check the implementation of laws and regulations on the popularization of science and technology, it is proposed that the popularization of science should be placed in the same important position as scientific and technological innovation, the concept of popular science should be established, the responsibility of popular science in the whole society should be strengthened, the capacity building of popular science should be strengthened, the sharing of popular science resources should be promoted, the global popular science campaign should be carried out in depth, and efforts should be made to create a social atmosphere that loves science and advocates innovation, so as to promote the coordinated development of popular science and technological innovation. Carry out special research on the integration of production and education in vocational education, emphasizing the need to optimize the positioning of vocational education types, highlight the characteristics of running schools in the industry, consolidate the development foundation of colleges and universities, expand the content of integrated training, and promote the benign interaction between production and education and the complementary advantages of schools and enterprises.
Promote the coordinated development of urban and rural areas. Focus on urban renewal work to carry out special research, and put forward that we should adhere to planning guidance, improve infrastructure, strengthen functional support, optimize and integrate resources, and enhance governance capacity. Hearing and deliberating the report on rural revitalization, we stressed that we should pay close attention to grain production, vigorously develop modern urban agriculture, do a good job in "native products", broaden the channels for farmers to increase their income and become rich, continuously improve the rural living environment, and build a livable and suitable rural area. Inspecting the implementation of the "one law and one regulation" of farmers’ professional cooperatives requires improving the socialized agricultural service system, developing moderate-scale rural operations, serving and driving small farmers well, and adding impetus and vitality to the development of agriculture and rural areas.
Promote ecological environmental protection. Hearing and deliberating the annual report on the state of the environment and the completion of environmental protection objectives, it is required to continue to fight the tough battle of pollution prevention and control, promote green and low-carbon transformation, strengthen ecological protection and restoration, build an ecological security barrier, accelerate the construction of beautiful Tianjin, and support high-quality development with high-quality ecological environment. Focusing on the implementation of statutory duties and important systems, carrying out the law enforcement inspection of "one law and one regulation" for wetland protection requires adhering to the principle of giving priority to protection, implementing the total management of wetland area, strengthening the protection of authenticity and integrity, doing a good job in restoring degraded wetlands, and ensuring the ecological function and sustainable utilization of wetlands. Carry out special investigation on urban drainage and reclaimed water utilization, and put forward suggestions on strengthening drainage capacity, improving sewage treatment system and improving the utilization rate of reclaimed water.
Focus on promoting the improvement of people’s livelihood. After listening to and deliberating the report on employment promotion, it is proposed to implement the employment priority policy, focus on stabilizing and expanding posts, carry out skills training, strengthen bottom-up assistance, and achieve more full and higher quality employment. We will carry out law enforcement inspection of the regulations on the promotion of old-age services, emphasize the overall planning of home, community and institutional old-age care, deepen the combination of medical care and nursing, vigorously develop the cause and industry for the aged, and improve the level of convenience and accessibility of services. Hearing and deliberating the report on children’s health promotion, it is required to improve children’s health management, increase the supply of medical resources, strengthen mental health education, do a good job in comprehensive prevention and control of myopia, and promote all-round services throughout the process. Hearing and deliberating the report on the protection of the rights and interests of the disabled, we called for deepening assistance, strengthening care services, ensuring equal rights, and constantly improving the well-being of the disabled.
Promote social governance. Hearing and deliberating the report on work safety, it is required to firmly establish the concept of safety development, adhere to the bottom line thinking, continuously investigate and resolve potential risks, compact the responsibilities of all parties, and improve the level of urban intrinsic safety. Hearing and deliberating the report on gas work, we stressed the need to improve the system and mechanism, standardize the market operation, and innovate the supervision means to ensure the stable supply and safe operation of gas. Carry out special research around national unity and progress, and put forward to build a strong sense of the Chinese nation community and promote the common unity, struggle, prosperity and development of all ethnic groups. In order to support and encourage Taiwan compatriots to invest and start businesses in Tianjin, we listened to and deliberated the special work report. Carry out special research on serving overseas Chinese, emphasizing the need to unite overseas Chinese’s hearts, gather overseas Chinese’s wisdom, give full play to overseas Chinese’s strength and safeguard overseas Chinese’s interests.
Gather strength to build the rule of law. Actively respond to social concerns, around the same theme of cracking down on telecommunication network fraud and illegal crimes, listen to and review the three reports of "one government, two houses", demand heavy punches, heavy hands and heavy punishment, maintain the trend of severe punishment and severe pressure, promote collaborative governance, strengthen recovery and loss, do a good job in anti-fraud propaganda, effectively protect people’s property safety and maintain social harmony and stability. Deliberating the report on the construction of a government ruled by law, emphasizing the need to solidly promote administration according to law, speed up the transfer of jobs to improve efficiency, and realize the standardization of government governance and the rule of law.
Promote collaborative supervision. Together with the Standing Committees of Beijing Municipal People’s Congress and Hebei Provincial People’s Congress, we worked out the implementation opinions on constructing the Beijing-Tianjin-Hebei People’s Congress collaborative supervision mechanism, summed up the experience of joint inspection and investigation and synchronous law enforcement inspection of the people’s congresses in the three places, clearly carried out collaborative supervision according to law around the common problems of regional development, and unblocked the ways of decision-making, information sharing, exchange and mutual learning, so as to promote the supervision of the people’s congresses in the three places with the same focus, action and effect.
Four, closely optimize the service guarantee, and strive to play a representative role.
Adhere to respect for the rights of delegates, strengthen the awareness of serving delegates, strengthen the capacity building of delegates, pay attention to systematic planning, improve institutional mechanisms, expand platform positions, improve their performance skills, give full play to the characteristics and advantages of delegates coming from the people and taking root in the people, and better support and guarantee delegates to exercise their functions and powers.
Do a good job on behalf of the proposal. Improve the communication mechanism before putting forward the proposal, and make efforts from all aspects such as putting forward, handling, replying and evaluating, optimize the online operation of the whole process, and improve the quality and efficiency of handling. 88 proposals put forward during the first session of the 18th Municipal People’s Congress were actively contacted, exchanged views in depth, and carefully studied and adopted, of which 67 proposals have been transformed into legislative and supervisory projects of the Standing Committee. Deepen the two replies and two evaluations of deputies’ suggestions, build a communication platform of "one suggestion and one group", increase supervision, promote difficult consultations, strengthen follow-up and effectiveness, and promote the implementation of the promised solutions. 728 suggestions made during the conference and 60 suggestions made during the intersessional period have all been handled.
Close the "two connections". Members of the Standing Committee have fixed contact with 273 delegates, and maintained regular communication and normalized communication through online interconnection and offline interaction, so as to learn more about the situation and listen to opinions. Enrich the content and form of contact between representatives and the masses, promote the good use of the service platform for performing their duties, organize representatives to enter the station to receive the masses, use the network to strengthen contact, go deep into grassroots inspection and research, listen to the voices of the masses and reflect their demands.
Organize representatives to perform their duties and study. Take the study and training of deputies as the basic work, make plans and arrangements, expand the field of study, improve the training methods, embody the characteristics of the National People’s Congress, and enhance the times, practicality and systematicness of study and training. Hold theoretical study classes, organize representatives to participate in centralized rotation training in five phases, improve their ideological understanding and clarify their missions and tasks. Carry out training on the ability to perform duties, so as to lay a good foundation for the delegates to enter the role as soon as possible and play their roles effectively. Combined with the focus of the work of the Standing Committee, organize representatives to carry out special study in different fields to improve their professional ability and legal and policy level. Relying on the representative performance service platform to carry out online training, enrich learning resources, and better meet the individual needs of representatives.
Give full play to the representative role. We will continue to deepen the participation of deputies in the work of the Standing Committee and special committees, and rely closely on deputies to do all the work. We will implement the system of deputies attending meetings of the Standing Committee as nonvoting delegates and listen carefully to the opinions of deputies. Organize representatives to participate in legislative investigation, drafting, demonstration and deliberation, and participate in supervision such as law enforcement inspection and special investigation. The majority of delegates insisted on doing the first thing, supporting the bottom with real words, based on their own duties and being willing to contribute, actively participated in the main battlefield of economic construction, the forefront of reform and opening up, and the front line of the "Ten Actions", made contributions to promoting high-quality economic and social development, and practiced the mission of serving the people, performing their duties and serving the people with practical actions.
Improve the level of service guarantee. In accordance with the principle of facilitating organization and activities, 19 electoral unit representative groups and 14 representative professional groups were formed to conduct in-depth inspections and investigations around the central work and actively put forward opinions and suggestions. Promote municipal state organs to inform delegates of their work in a timely manner, and ensure that delegates are informed and perform their duties according to law. Formulate working methods to assist in hiring representatives as supervisors, standardize appointment procedures, make overall planning and coordination, and recommend 114 representatives as supervisors. Strengthen supervision and management, introduce institutional measures, and promote the Municipal People’s Congress to report their duties to the original electoral unit.
Five, closely consolidate the foundation of performing their duties, and strive to build the "four organs"
Adapt to the new requirements of the new era and new journey for the work of the National People’s Congress, comprehensively strengthen the self-construction of the Standing Committee, adhere to political construction as the guide, strengthen capacity building, enhance the concept of the rule of law, temper the excellent work style, continuously strengthen the ideological, political and organizational guarantees for performing their duties according to law, and strive to build political organs, state power organs, working organs and representative organs.
Improve political ability.
