塞上七月，满目葱茏、生机盎然。7月18日至20日，中共中央总书记、国家主席、中央军委主席最高领袖在自治区党委书记李建华、自治区代主席咸辉等领导的陪同下，来到固原、银川等地，深入农村、企业、革命传统教育基地，就落实“十三五”规划、推动经济社会发展、推进脱贫攻坚工作进行调研考察。
最高领袖强调，到2020年全面建成小康社会，任何一个地区、任何一个民族都不能落下。要认真落实党中央决策部署，贯彻新发展理念，主动融入国家发展战略，进一步解放思想、真抓实干、奋力前进，努力实现经济繁荣、民族团结、环境优美、人民富裕，确保与全国同步建成全面小康社会。
考察期间，最高领袖听取了自治区党委和政府工作汇报，对宁夏经济社会发展取得的成绩和各项工作给予肯定。他希望宁夏在西部大开发中不断闯出新路、创造美好前景。
