Specific measures to help enterprises get out of trouble and accelerate the recovery of consumption
In order to implement the Implementation Plan of Beijing Municipality for Overall Prevention and Control of Epidemic Situation and Stabilizing Economic Growth, make overall plans for prevention and control of epidemic situation and consumption promotion, actively help enterprises to cope with the adverse factors such as epidemic situation, promote the accelerated and orderly recovery of consumption in this Municipality, and steadily promote the construction of an international consumption center city, the following specific measures are formulated.
First, help enterprises in the consumer sector to resume development
1. Effectively accelerate the implementation of the bail-out policy. We will fully implement the national and municipal policies to help enterprises out of difficulties and firmly stabilize the economy, focus on accelerating the implementation of the policy of reducing the exemption for market players in the wholesale and retail industries, accommodation and catering industries, residential services, repairs and other service industries, encourage all districts to speed up the introduction of corresponding implementation rules, establish a two-level dispatching and supervision mechanism in urban areas, give play to the role of the 12345 enterprise hotline, and handle complaints as soon as they receive them, so as to ensure that eligible market players can enjoy the "direct enjoyment" of tax refund, social insurance premiums and housing provident fund. 2. Continue to reduce the cost of enterprise epidemic prevention and control. Encourage all districts to give appropriate subsidies to key suppliers such as supermarkets, express delivery, take-out and catering, which have implemented epidemic prevention measures well and contributed greatly to ensuring stable prices. For the insured units in the fields of shopping malls, supermarkets, catering enterprises, hotels, resorts, folk households and other industries within the validity period of the safety insurance policy on May 21, 2022, the insurance service agency will extend the insurance period for one month free of charge; For enterprises such as urban express delivery, logistics, wholesale markets, etc., especially those included in the list of key enterprises that guarantee daily necessities, 10% discount rate will be given to newly insured or renewed enterprises. Encourage financial institutions to provide free "anti-epidemic insurance" and other special insurance for the "white list" personnel who guarantee the daily necessities during the epidemic in this city, with a maximum compensation of 100,000 yuan. 3. Increase the efforts to ensure the smooth flow of trade logistics. Update and dynamically adjust the prevention and control guidelines such as postal express delivery, imported cold chain food, road freight vehicles and employees to better protect the normal transportation of enterprises and the health and safety of employees. Expand the scope of issuing vehicle passes for transportation of key materials nationwide, and adjust the conditions for issuing licenses according to the changes in the epidemic situation, and all enterprises that guarantee the transportation of people’s livelihood materials and important consumer goods should be issued. For the distribution and staff included in the "white list" of key insurance companies, antigen and nucleic acid testing carried out in accordance with government epidemic prevention requirements shall be free. During the year, 1,000 groups of smart express boxes were built to develop community contactless distribution; Support the construction of 100 pre-warehouses and encrypt the e-commerce distribution network. We will increase support for air transport, actively expand the application route of the fifth freedom right of international air cargo at the Capital Airport, and steadily and orderly promote the opening of international cargo flights at Daxing International Airport. 4. Increase financial support. For the newly applied bank loans of small and micro enterprises in the service industry that are greatly affected by the epidemic in 2022, if they are guaranteed by government financing guarantee institutions, the guarantee fee will be charged at the rate of 0.5%, and the list and contact information of government financing guarantee institutions in the whole city will be made public to facilitate enterprises to contact. For small and medium-sized enterprises in catering, retail, tourism, civil aviation, road and railway transportation industries that meet the requirements, in 2022, the first loan discount rate for registering, signing contracts and lending money at the loan service center site or the "One thing to get credit" platform at the window of the capital will be increased from 20% to 40%. Encourage financial institutions to customize low-interest credit products for catering and other life service market players, and open a green channel for credit. Give full play to the role of Beijing Property Rights Exchange as a trading platform for tourism resources, actively organize and carry out project investment, financing, share property rights transfer and resource docking services, exempt the listing fee for the projects listed by cultural tourism enterprises in Beijing in 2022, and provide investment and financing consultation and online promotion services free of charge. Encourage business entities such as rural residents’ lodging, rural tourism characteristic formats, folk tourism and scenic spots below 3A level to purchase "Beijing Suburb Insurance" policy insurance, so as to enhance the enterprise’s ability to resist risks. 5. Increase assistance to industries affected by the epidemic. Catering (breakfast), vegetable retail, convenience stores (including subway convenience stores), comprehensive supermarkets, pharmacies, and pre-warehouses will be included in the support scope of the city’s project to promote the development of life service industry, and the qualified ones will be given 50% of the maximum investment. Give financial subsidies to the fee reduction and exemption for catering merchants during the suspension of dining in May-June by platform enterprises. For the department stores, shopping centers and other enterprises with a construction area of more than 20,000 square meters within the administrative area of this Municipality, if the rent is reduced or exempted for a certain number of settled merchants for more than one month, the maximum financial support is 500,000 yuan. For exhibition projects that are suspended due to the epidemic situation and continue to be held in Beijing during the year, a certain proportion of subsidies will be given according to the actual epidemic prevention and control and venue rental expenses of the organizer, and the amount of subsidies for a single project will not exceed 500,000 yuan. For the old-age care institutions and old-age care stations that have been filed by the civil affairs departments and implemented closed management in accordance with epidemic prevention regulations, they will be given a maximum of 6 months of operating subsidies. For public private pension institutions, the ownership party will charge 50% of the institutional management development funds or rents in 2022. Second, steadily increase automobile consumption
6. Carry out promotional activities for new energy vehicles. For passenger cars that have been scrapped or transferred out of Xiang Jing and registered in my name for more than one year, individual consumers who buy new energy vehicles in automobile sales enterprises in this city and register in this city will be given a subsidy of no more than 10,000 yuan/set, and the subsidy funds will be applied through a third-party platform; Encourage scrapping or transferring fuel passenger cars and buying new energy vehicles, and encourage local automobile production and sales enterprises to participate in promotional activities from June to the end of December 2022. To study the relevant policies to cancel the extension of the use of some passenger cars, and to introduce them in due course in light of the changes in the epidemic situation. Encourage car dealers to increase the supply of goods and put them on the Beijing market. 7. Accelerate the construction of charging and replacing facilities. Optimize the investment, construction and operation mode of new energy vehicle charging and replacing facilities, encourage the demonstration and application of new technologies and new models, continue to give construction subsidies to qualified internal public charging facilities based on power, and give operation subsidies to social public charging and replacing facilities based on charging amount. No less than 20,000 charging piles will be built in the city during the year, and no less than 2 power stations will be built in each district during the year, so as to accelerate the improvement of the service capacity and service level of public charging and replacing facilities. 8. Promote the facilitation of second-hand car transactions. Some measures to speed up the circulation of used cars and promote the upgrading of automobile consumption were introduced. Improve the service level of trading places, realize the electronization of second-hand car trading contracts and vehicle files, and handle the formalities of second-hand car trading, tax payment, insurance and registration in one stop. Improve the use management and supporting services of turnover indicators, study the temporary road permit policies under different circumstances, and optimize the processes of enterprise qualification verification, sales invoice issuance, transaction inspection and stamping. Third, expand digital consumption
9. Expand green energy-saving consumption. From June to October, 2022, we will continue to carry out extensive green energy-saving consumption activities, add a number of green energy-saving coupons to participate in enterprises, and recruit a number of applicable electronic product models. Encourage enterprises to hold trade-in activities, and carry out profit-making promotions such as recycling and subsidies for green smart home appliances, energy-saving products and green electronic products. In July, 2022, Beijing Digital Economy Experience Week and Beijing Digital Consumption Festival were launched, and no less than five theme activities were carried out, including AR shop exploration in Beijing and popularization of digital consumption scenes. 10. Promote smart consumption scenarios. Support enterprises in this city to actively carry out preferential promotion activities for products such as smart office, smart home and mobile smart terminals. Encourage enterprises to provide smart products and services for affordable housing and epidemic prevention and control facilities, and actively participate in the construction of application scenarios such as smart cities, smart communities and smart families. Guide telecom enterprises to continue to speed up and reduce fees for office and home networks, continue to expand the coverage of Gigabit optical networks, and reduce the average tariffs for broadband and private lines of small and medium-sized enterprises by another 10%. Promote the installation of pico-base stations and broadband expansion in public places such as consumer stores to improve the coverage of mobile phone signals. It is estimated that the number of enhancement points will reach 50,000. 11. Develop online and offline integrated consumption. Enterprises that support enterprises to expand the new consumption scene of "internet plus" and create a new brand of "Beijing Consumption" and make outstanding contributions to online consumption throughout the year will be rewarded with a maximum of 20 million yuan. Since July, 100 million yuan food and beverage coupons have been issued through online and offline methods to promote the orderly recovery of the food and beverage market. Guide the platform to issue coupons for convenience stores, beauty salons, etc., improve the "touching the net" rate of the life service industry, and stimulate the vitality of community business. Encourage enterprises to give electronic products, information consumption, leisure and holiday exclusive discount consumption privileges to medical staff, community workers, volunteers and other groups who participate in the anti-epidemic. 12. Expand the consumption of live e-commerce. Encourage live e-commerce platform enterprises to register and establish regional and functional headquarters legal entities such as scientific and technological research and development and market operation in this city, and provide convenience in talent introduction and license handling. The urgently needed occupations in the field of live e-commerce will be included in the relevant human resources catalogue of this city in 2022. Encourage automobile, smart consumer electronics and other production enterprises to carry out "factory live broadcast", organize special live broadcasts such as the first launch and the first store, and explore cross-border e-commerce live broadcast promotion activities relying on the comprehensive bonded zone. Fourth, expand service consumption
13. Promote high-quality cultural consumption. From July to October, the 10th Huimin Cultural Consumption Season was widely held, the plan of "100 million media creators" was implemented, and more than 400 activities were launched, such as the red movie season, the search for beauty in the suburbs of Beijing, the characteristic market, and the book summer night. We will implement cultural consumption promotion actions, give key support to qualified market players in six major areas, such as cultural performances, publishing and distribution, radio, film and television, cultural and creative products, Internet entertainment consumption platforms, and new cultural consumption formats, and give market subsidies with a total amount of no more than 50 million according to their efforts to benefit the people and sales. 14. Promote tourism and leisure consumption in the suburbs of Beijing. From late June to mid-August, we organized leisure tours in the suburbs of Beijing, issued vouchers for tourist accommodation, and encouraged citizens to take a leisure vacation in the suburbs of Beijing. Ten "Beijing micro-vacation" destinations, such as Yanqing in summer, Miyun in leisure and Fangshan in wine tasting, were launched, 21 "Walking in Beijing" cultural tourism cycling routes were built, and 10 "Twenty-four solar terms" theme tours and 10 "Summer in the suburbs of Beijing" boutique farming experience tours were launched. Encourage ecological conservation areas to introduce policies to support quality homestays and tent camps, support 1-2 gully projects in each district during the year, and launch 5-10 tent camps suitable for citizens’ families to relax in summer weekends. Encourage trade union organizations at all levels in this Municipality to strengthen cooperation with qualified hotels, country houses, red tourist attractions, etc., and organize and carry out medical treatment and rest for employees in the city according to regulations. The 9th Beijing Citizens Happy Ice and Snow Season was held, and 100,000 ice and snow experience coupons were distributed. Cultivate home sports brands and live broadcast talents, and enrich service products such as home fitness, online fitness and online competitions to meet the diverse fitness needs of consumers. 16. Develop diversified pension services. Encourage social catering enterprises to provide old-age catering services for the elderly and give operating subsidies; Support more than 1,000 online e-commerce platforms for supporting the elderly, apply catering vouchers, and guide e-commerce platforms to open up suitable aging pages. Study and formulate the subsidy policy for the aging transformation of the elderly families, and give priority to the completion of the aging transformation of 2000 families with difficulties. 17. Strengthen people’s livelihood insurance services. Continue to promote the "Beijing Pratt & Whitney Health Insurance" commercial supplementary medical insurance, and strive to achieve 5 million people insured during the year to meet the needs of citizens for multi-level medical security. All districts continue to do a good job in COVID-19 vaccination medical accident insurance for the elderly over 60 years old, and strengthen the health protection for the elderly. Relying on the large-scale home improvement enterprises in this city, we will cultivate a number of market-oriented, full-chain, housekeeper-style comprehensive home improvement service platforms, provide one-stop services for scattered construction projects such as home decoration, home installation and commercial small decoration, organize standardized and professional decoration enterprises and personnel to settle in the platforms, and carry out home service on the premise of implementing epidemic prevention requirements, so as to promote the safety and peace of mind of decoration consumption. Sixth, accelerate the upgrading of consumption.
20. Expand the supply of high-quality consumer items. Optimize the commercial facilities around the six major venues of the Olympic Sports, Workers’ Sports, Wukesong, Shougang, Sub-center and Winter Olympic Games, and expand the diversified integration of business travel and culture with Shougang Park as the first pilot. The Shougang Six Workers’ Exchange Project has the opening conditions in the first half of the year. Promote a number of projects such as the City Sub-center Theatre, Fengtai Lize Tiandi, Longfu Cultural Block and Beijing Workers Stadium to land with high quality during the year. Release the action plan for the transformation and upgrading of business districts in the whole city, accelerate the transformation and upgrading of business districts such as Dashilan, CBD and Yizhuang in Qianmen, and give up to 5 million yuan in financial support for projects such as facade renovation, in-store decoration and equipment purchase of commercial entities in traditional shopping malls and business districts (characteristic commercial streets). For the commercial entities in the business circle (characteristic commercial street) to build a smart management and operation big data platform, eligible funds will be given up to 2 million yuan. 22. Do a good job in brand activities in Beijing consumption season. Create a number of iconic theme activities in Beijing’s consumption season, such as the first festival, the car festival, the national tide Jingpin Festival, and the fun of Beijing cuisine. We will implement the policy of supporting Beijing’s consumption season in 2022, and give financial support of up to 400,000 yuan to eligible urban commercial complexes every quarter, up to 500,000 yuan to physical retail enterprises such as automobiles, communication equipment, clothing, gold jewelry and cosmetics, and up to 250,000 yuan to catering enterprises. 23. Accelerate the formation of leading effect of fashion brand gathering. Guiding opinions on accelerating the development of fashion retail enterprises in Beijing were issued, and all districts were encouraged to reward qualified branches of key fashion retail enterprises for setting up independent corporate enterprises in Beijing for the first time. VII. Safeguard measures
24. Strengthen overall coordination and effectively promote policy implementation. Give full play to the overall coordination role of the working mechanism of Beijing’s leading group for cultivating and building an international consumption center city, adopt inventory management of various measures, and accelerate the implementation. Strengthen the main responsibilities of all departments and districts, formulate supporting plans and implementation rules in a timely manner according to the division of labor, and ensure the completion of various tasks. The office of the leading group regularly conducts supervision and evaluation on the implementation of various measures. 25. Consolidate the "four responsibilities" and strictly implement prevention and control measures. Insisting on epidemic prevention and control is the premise and important guarantee of consumption promotion. Industry departments formulate and update epidemic prevention and control guidelines in a timely manner, and strengthen guidance, supervision and inspection. The local government strengthens the supervision of various market players to implement epidemic prevention and control measures, combines the latest prevention and control requirements of the city and the characteristics of the industry, conducts the assessment of resumption of work and production, implements the enterprise epidemic prevention supervisor system, and promotes enterprises to resume work and production in an orderly manner. 26. Make good use of the "service package" mechanism to accurately carry out enterprise services. 27. Strengthen policy interpretation and increase publicity and guidance. All districts and departments continue to do a good job in publicity and interpretation, give play to the role of various industry associations and news media, and carry out multi-channel and multi-form publicity and promotion of policies and activities to promote consumption, so as to improve the awareness rate and participation of enterprises and consumers.
