III. Overview of the Project:In order to meet the demand for security services, it is necessary to implement outsourcing procurement of security services of Fuyang Branch. The total annual budget is 7.958 million yuan (including tax). Organize purchasing in two packages. The overall cost budget of the security service project of 1: 152 agent financial outlets is 6,419,200 yuan (including tax); Bid package 2: The total budget of the security service projects of the five counties’ doorposts, distribution centers and monitoring centers is 1,538,800 yuan (including tax). Fuyang Branch of China Post Group Co., Ltd. signed the Security Service Outsourcing Contract with the supplier, and was responsible for the performance and payment. The contract is valid until the end of June, 2026, and it will be renewed for one year if the evaluation before and after the expiration exceeds 90 points, with a maximum of two renewals.

Four, the tender content:Security Service Outsourcing of Fuyang Branch:

Note: (1) The bidder shall participate in the bidding of this project in the unit of "package" and provide the bidding documents in the unit of "package".

(2) If the bidder’s quotation is higher than the maximum bid price limit, its bid will be rejected.

(3) The actual purchase quantity is subject to the order quantity of the tenderee, and the minimum order quantity is not promised.

(4) The same bidder of this project can win the bid repeatedly.

V. Qualifications of Bidders：

(1) The supplier must be an enterprise legally registered in People’s Republic of China (PRC), with independent legal personality, legally established and existing according to the relevant laws of People’s Republic of China (PRC), or a branch authorized by the head office as a legal person; Have the qualification and ability to provide corresponding outsourcing services for this project; Must be a general VAT taxpayer and be able to issue special VAT invoices.

(two) suppliers must abide by the provisions of relevant national laws and administrative regulations, and have a good reputation and honest business ethics; Suppliers listed on the list of untrustworthy executors in http://zxgk.court.gov.cn/shixin/, China, suppliers listed on the record list of serious illegal and untrustworthy behaviors in government procurement by www.ccgp.gov.cn, suppliers listed on the blacklist of Anhui Post’s corresponding items and regional scope within the validity period, and other legal persons or non-legal organizations registered and established by the legal representatives and responsible persons of suppliers who have been permanently banned are not eligible to participate in the procurement activities of this project.

(3) Those who have no investment relationship with the postal service shall not participate in procurement activities under the following circumstances: postal leaders and their relatives, other specific stakeholders, postal employees holding shares (restricted to non-listed companies), enterprises acting as legal persons, chairman, general manager and supervisors in their personal capacity (except those appointed by the organization), and enterprises established by the postal trade unions or employees collectively.

(4) This project does not accept the response of the consortium, and the contents of this project shall not be subcontracted or subcontracted in any way.

(5) The supplier promises to participate in this project without colluding with others. If there is colluding with others, he will voluntarily accept all penalties such as canceling the bidding qualification of all bidding and procurement projects of Anhui Post.

(VI) The supplier shall promise: ① Within 30 days from the date of signing the contract, the winning bidder shall open a corporate account of postal savings according to the requirements of the purchaser, and the postal savings account shall be opened through the recommendation of Anhui Post Company, and the payment account shall be set as an account opened in the Postal Savings Bank. If the corporate account has been opened in the Postal Savings Bank in the early stage, it shall be recommended to another company to handle it. ② Within 30 days from the date of signing the contract, the salary and bonus of the employees of the winning bidder must be paid by postal finance. The above terms will be signed in the outsourcing contract. If the winning bidder (Party B) fails to implement it, it will be regarded as a breach of contract, and Party A may take assessment measures including but not limited to deducting the performance bond and terminating the cooperation.

(VII) The supplier shall promise that, if winning the bid, it will voluntarily use the "Postal Paypass" system to securely distribute the remuneration of the outsourced personnel of the project. The winning bidder needs to open two accounts in the Postal Savings Bank, and the tenderee and its subordinate units only pay the outsourcing expenses through the outsourcing supplier’s account (security account). The salary of the winning bidder is paid every time, and the remaining funds can be transferred to the bidder’s settlement account through security removal, and the funds in the settlement account can be freely used by the outsourcing supplier.

(VIII) The supplier’s participation in the bidding procurement project of Anhui Post and its subordinate institutions has no record as follows: the supplier can give up the bid-winning (transaction) of the procurement project without the consent of the purchaser due to his own reasons, and the supplier breaches the contract or terminates the contract due to his own reasons (a letter of commitment with the official seal of the company is required, which will be reviewed by the tenderer).

(9) This project adopts the electronic bid opening method, and the equipment for submitting bid (response) documents shall be the computer terminal equipment independently controlled by the bidder, and the same computer shall not be used with other potential suppliers to submit bid (response) documents. If the network card information /MAC address, CPU information /CPUID information of the bidding (response) documents uploaded by different bidders (responses) are completely consistent at the same time after bid opening/review, the bid package/bid section of the bidding (response) of this project will be rejected.

(10) The supplier has a valid security service license, which needs to be filed with the public security organ in the project service area, and all security guards must hold relevant certificates.

VII. Submission of bid documents:

（二）开标时间：2025年5月20日10:00（北京时间）。线上电子版投标文件现场解密时间为：2025年5月20日10:00（北京时间）。投标人须自行考虑互联网网络及运行环境不畅、介质损坏等因素造成的风险。投标人未在规定时间内完成线上电子版投标文件解密流程，投标将被拒绝。
