  A: The crew management measures proposed in the Guide (Eighth Edition) are more scientific, strict and detailed on the basis of the Guide (Seventh Edition). In terms of international/regional flight crew isolation and management scheme, the Guide (Eighth Edition) has increased the frequency of active nucleic acid screening and further strengthened personnel health monitoring. For the overnight crew of international/regional passenger and freight flights, the crew shall be strictly closed during the overseas period, and centralized isolation shall be carried out for 14 days and health monitoring shall be carried out for 7 days after entry, and nucleic acid detection shall be carried out on the day of entry, the third day, the seventh day and the fourteenth day; During the health monitoring period, nucleic acid tests were carried out on the second and seventh days of passenger flights, and cargo flights were not suitable for follow-up inspection; During the quarantine period, international/regional freight flights can continue to be carried out after the nucleic acid test is negative, and international/regional passenger flights can be carried out after the nucleic acid test is negative on the seventh day of entry, and flights can be carried out during the health monitoring period. For the flight crew and random maintenance personnel who have not stayed overnight but need to enter the customs for a short stay abroad, if personal protection is done in strict accordance with the prevention and control requirements of the guidelines throughout the mission, they will be quarantined for 7 days after entry and monitored for 7 days, and nucleic acid testing will be conducted every other day during the quarantine period; During health monitoring,On the 2nd and 7th day, the nucleic acid test can be carried out, and the flight mission can be carried out. For international/regional passenger and freight flights, flight crews and random maintenance personnel who have not disembarked, if personal protection is done in strict accordance with the prevention and control requirements of the guidelines throughout the mission, after the first nucleic acid test is negative, they are not required to be isolated, and health monitoring is required for 14 days and 7 days respectively, and nucleic acid testing is carried out every other day during the mission, so the flight mission can be carried out.

  In addition, the crew members who perform international/regional flight tasks should sign the Personal Commitment Letter on Epidemic Prevention and Control of International/Regional Flights before performing the tasks, and promise to strictly abide by the prevention and control requirements of the latest edition of the Guide and other relevant management regulations during the execution of the tasks, and earnestly assume the main responsibility of the crew members for epidemic prevention and control; After the completion of the mission, the airline should assess the exposure risk of the crew members’ overseas activities in this mission. If there is exposure risk, all crew members will be strictly quarantined for 14 days.

  It is worth mentioning that the crew members are under certain psychological pressure during the isolation period.   Reporter: In order to implement the prevention and control strategy of "unrelenting air prevention and control efforts and stricter ground prevention and control measures", what measures are proposed in the Guide (Eighth Edition) to strengthen the management of ground support personnel?

  A: On the previous basis, the Guide (Eighth Edition) proposes that the ground personnel of entry security should be managed at different levels, which are divided into three risk levels: high, medium and low according to the exposure risk of personnel. Personnel in high-risk posts are those who have direct contact or close contact (within 1m) with inbound passengers or crew, and those who have direct contact with imported high/medium-risk goods (including luggage), aircraft and aviation wastes (garbage, sewage, etc.) and unsterilized facilities and equipment used by inbound passengers, crew and cargo transfer (including luggage); Medium-risk post personnel are those who have direct contact or close contact with high-risk post personnel (within 1m) and those who have direct contact with unsterilized facilities and equipment used by high-risk post personnel; Personnel in low-risk posts are those who have direct contact or close contact (within 1m) with personnel in medium-risk posts under effective protection.

  The Guide (Eighth Edition) proposes to strictly implement the guarantee requirements of "four designated, four fixed and two centralized" international/regional passenger and freight flights. Health monitoring shall be carried out once a day in the morning and afternoon for high-risk post personnel, and once a day for medium-and low-risk post personnel to carry out health monitoring and report the activity track; The health status of ground support personnel should be reported to the company daily by a special person and recorded for future reference.

  At the same time, the "Guide (Eighth Edition)" also strengthened the life management and health monitoring of the relevant personnel during the off-duty period, and put forward the summer heatstroke prevention and cooling measures for the ground support personnel.

  Reporter: "People with the same defense" is a major point of the epidemic prevention and control strategy. How does the Guide (Eighth Edition) reflect the strategy of "grading, zoning and differentiation" in terms of inbound cargo flight support?

  A: In terms of cargo transshipment area, the airport starts from the landing of cargo flights, followed by apron, unloading area, transshipment area, cargo terminal sorting area and cargo storage warehouse. Before the goods are unloaded and transferred to the sorting area of the freight station, two transfer lines, namely, cold chain freight and ordinary freight, should be set up separately; After the goods arrive at the sorting area of the cargo terminal, three operation lines, namely, cold chain goods, high/medium risk general goods and low risk general goods, should be set up separately in the subsequent processes of splitting, handling and warehousing. The transshipment and operation areas of different types and risks of goods do not cross each other, and the places, operating equipment, transport vehicles and tools involved in transshipment and operation should be set up separately and clearly marked to avoid mixing. Among them, for cold chain freight transportation and high/medium risk general cargo transportation, special disinfection points should be set up before loading and transshipment of goods (containers) and sorting areas of cargo stations respectively. In the operation line of cargo loading, unloading, transshipment and disinfection, the airport should be separated by two disinfection sites, and from front to back, it should be regarded as a polluted area, a semi-polluted area and a clean area, and different areas should be distinguished and marked; Goods do not flow in reverse during operation.

  The airport should store goods in different areas, including cold chain goods, high/medium risk general goods and low risk general goods, and set up color distinguishing marks with high recognition. Among them, cold chain workplaces should regularly carry out sampling and monitoring of environmental samples outside Covid-19.

  Reporter: After the publication of the revised Guide (Eighth Edition), what matters should be paid attention to for ordinary passengers when taking international flights?

  A: Before air travel, passengers should check the health code according to the requirements of relevant departments, provide negative proof of nucleic acid test if necessary, and clean and disinfect their hands before boarding the plane. Passengers are required to undergo temperature detection and symptom observation.
