On June 10th, the Chairman of the Supreme Leader presided over the 18th meeting of the Council of Heads of State of SCO member states and delivered an important speech. In his speech, the Chairman of the Supreme Leader focused on the regional and global pattern, highly promoted the "Shanghai Spirit" and spoke highly of the SCO, pointing out the direction for the future development of the SCO in the new era. Specifically, there are the following points.
First, the "Shanghai Spirit" is our common wealth. In his speech, the Chairman of the Supreme Leader pointed out that the fundamental reason why the Shanghai Cooperation Organization has always maintained a strong vitality and a strong driving force for cooperation is that it creatively put forward and always practiced the "Shanghai Spirit". The 17-year development of the SCO has proved that the "Shanghai Spirit" transcends the clash of civilizations, the cold war mentality and the zero-sum game, which has opened a new page in the history of international relations. In a sense, the root of "Shanghai Spirit" comes from the concept of "harmony" in Chinese traditional culture, which advocates a trip to the avenue and a cosmopolitan family.
Second, the SCO is a model for practicing new international relations. In his speech, the Chairman of the Supreme Leader pointed out that in the past 17 years, the SCO has built a constructive partnership of non-alignment, non-confrontation and non-targeting to third parties, following the Charter of the Shanghai Cooperation Organization and the Treaty of Long-term Good-Neighborliness, Friendship and Cooperation among the SCO Member States. This is an innovation in the theory of international relations. At the same time, the SCO has created a new model of regional cooperation since the end of the Cold War and is a model for practicing new international relations. Last year, India and Pakistan joined and the SCO successfully expanded its membership, which marked the increasing attraction and cohesion of the SCO and the increasing regional and global influence of the SCO. The SCO has become an important force to promote world peace and development, to safeguard international fairness and justice, and to improve global governance.
Third, contribute China wisdom to global governance. In his speech, the Chairman of the Supreme Leader expounded all kinds of chaos, risks and challenges faced by global governance, and proposed to carry forward the "Shanghai Spirit" and use "five new concepts" to resolve the current global hot issues. These "five new concepts" are innovative, coordinated, green, open and shared development concepts; Common, comprehensive, cooperative and sustainable security concept; Open, inclusive, mutually beneficial and win-win cooperation concept; The concept of civilization of equality, mutual learning, dialogue and tolerance; Discuss, build and share the global governance concept.
Fourth, point out the direction for the SCO and provide China’s plan. In his speech, the Chairman of the Supreme Leader focused on the mechanism construction and future development of the SCO, emphasized the powerful force of cohesion and mutual trust, and constantly enhanced the cohesion and centripetal force of the organization; Build a common foundation for peace and security; Implement a series of documents signed by Qingdao summit to improve the execution of SCO; Tighten the common ties of humanities exchanges and cooperation. At the same time, it emphasizes close partnership with the United Nations and other international and regional organizations, and contributes to resolving hot issues and improving global governance. This can be said to be a new task for the SCO.
In a word, we should make the SCO a "demonstration area" of the community of human destiny in accordance with the spirit of the speech of the Supreme Leader Chairman.
