  Since May this year, some areas in the south have implemented off-peak electricity consumption. What are the reasons? What measures have been taken to ensure the supply of electricity? In this regard, Meng Wei, spokesperson of the National Development and Reform Commission, revealed the specific reasons and the safeguard measures taken at the regular press conference on the 17th.

  "Since mid-May, there has been a shortage of power supply and demand in Guangdong and Yunnan. We have made a serious analysis of this, and there are three main reasons." Meng Wei said: First, the rapid recovery of industrial production has boosted the growth of electricity consumption. 1— In May, the electricity consumption of the whole society in China Southern Power Grid increased by 23.2% year-on-year, 5.5 percentage points higher than the national average growth rate. Among them, Guangdong increased by 27.0% year-on-year, with an average growth of 10.1% in two years; Yunnan grew by 23.3% year-on-year, with an average growth of 15.1% in two years. The growth rate is relatively fast.

  Second, the appearance of high temperature weather has further increased the power load. The highest temperature in Guangdong reached 36℃ in May, which was 5℃ higher than the same period of last year. On May 22nd, the maximum load demand of Guangdong unified dispatching reached 133 million kilowatts, which was 6 million kilowatts higher than the historical maximum load.

  Third, the incoming water is dry and late, resulting in insufficient hydropower generation. One third of Guangdong’s electricity consumption comes from Yunnan, and hydropower accounts for the bulk of Yunnan’s power supply. Since this year, Yunnan hydropower has made positive contributions to meeting the rapid growth of Guangdong and Yunnan’s electricity demand. In previous years, the flood season generally lasted from mid-late May to early June, but it did not enter the flood season in early June this year, which was seriously lagging behind the past, so the contradiction between power supply and demand was highlighted in May.

  "At the same time, the supply capacity is further limited by factors such as the difficulty in purchasing coal transportation in Yunnan, less than half of thermal power start-up, and unit maintenance before the peak summer." Meng Wei said that after the shortage of power supply, the National Development and Reform Commission quickly took action to guide power grid enterprises and Guangdong, Yunnan and other regions to actively take measures to ensure the overall stable and orderly power operation in the southern region.

  Previously, the National Development and Reform Commission coordinated the full support of the State Grid, and planned to send an additional 1 million kilowatts of electricity to support Guangdong during peak hours; Fully tap the inter-provincial resource adjustment capacity within the network, and arrange Yunnan and Guizhou to support Guangdong according to their maximum capacity; Increase subsidies to increase the supply of coal and gas, Yunnan substantially increased the subsidy standard, and Guangdong suspended the implementation of gas and electricity price downward; Take multiple measures to improve the peak power generation capacity of the unit, optimize the equipment maintenance arrangement, strengthen the equipment operation and maintenance management, and rationally arrange the reserve level of the power system; Strictly implement measures such as orderly industrial electricity consumption to effectively protect people’s livelihood demand, urge and improve the orderly electricity consumption plan, and strictly implement the requirements of "ensuring people’s livelihood, ensuring public utility and ensuring key points" to ensure that people’s livelihood electricity demand will not be affected.

  "Through these measures, it can be said that obvious results have been achieved." Meng Wei said that since June, the tight supply and demand situation in the southern region has greatly improved. Guangdong has not arranged orderly electricity consumption since June 5, and the scale of orderly electricity consumption in Yunnan has gradually declined. With the increase of hydropower output in flood season, the power shortage in southern China is expected to be further alleviated.
