Establish a strategic vision
The goal vision is the core of the strategy. Establishing a scientific strategic vision, so as to be ambitious, inspiring, down-to-earth and practical, is the first step of strategic construction. The Chinese dream is a major strategic innovation, and the realization of the great rejuvenation of the Chinese nation with the basic connotation of national prosperity, national rejuvenation and people’s happiness has been put forward as a clear strategic vision for the first time, which is of unusual significance. Realizing the great rejuvenation of the Chinese nation in the primary stage of socialism, building a prosperous, strong, democratic, civilized and harmonious socialist modern country on the basis of developing countries, realizing the common prosperity of all people in a country with a population of more than 1.3 billion, and realizing the peaceful rise of great powers in a world pattern dominated by the West are all brand-new things, new explorations and new practices that have never been seen before, so they are also an unprecedented practice in the history of human social development.
It is precisely because of "brand-new" that the Chinese dream needs Socialism with Chinese characteristics to define its connotation, shape its soul and highlight its essence. In his speech at the first meeting of the 12th National People’s Congress in March, 2013, General Secretary of the Supreme Leader pointed out that to realize the Chinese dream, we must take the road of Socialism with Chinese characteristics, carry forward the national spirit with patriotism as the core and the spirit of the times with reform and innovation as the core, and unite the Chinese forces of the people of all ethnic groups in China. That is to say, the Chinese dream is a new chapter in upholding and developing Socialism with Chinese characteristics’s great article, an inheritance and development of Chinese’s long-cherished wish from generation to generation in modern times, and a conscious responsibility for the historical destiny of the Chinese nation and the development trend of contemporary China.
From a big country to a powerful country, from a developing country to a moderately developed country or even a higher level, the Chinese dream is undoubtedly grand as a strategic vision. However, it is impossible to realize this strategic vision overnight. There is not only a long way to go, but also a lot to do. This requires a substantial compression and leap in time and space. It takes decades to complete the course of industrialization and modernization in western countries for hundreds of years. By forming a strong unified will and organizational strength, all economic, political and social resources are scientifically organized and mobilized, and the whole country is concentrated to do great things. The General Secretary of the Supreme Leader pointed out: "Standing on the vast land of 9.6 million square kilometers, sucking the cultural nutrients accumulated by the long struggle of the Chinese nation, we have the majestic power of 1.3 billion China people to gather. It is this rich experience and suffering that make us full of confidence in this road.
At the same time, this grand strategic vision has a specific and clear road map and timetable, which is the goal of "two hundred years": to build a well-off society in an all-round way by 2020, and to build a prosperous, strong, democratic, civilized and harmonious socialist modern country by the centenary of the founding of New China. Combining the grand strategic vision with the staged strategic goals organically, the Chinese dream not only laid the strategic cornerstone, but also laid a solid foundation for practice.
Build a strategic layout
Strategic layout is the development of strategic vision. Starting from upholding and developing the overall situation of Socialism with Chinese characteristics, based on the development reality of China, the CPC Central Committee with the Supreme Leader as the general secretary adheres to the problem orientation, and gradually forms and coordinates the strategic layout of building a well-off society in an all-round way, comprehensively deepening reforms, comprehensively administering the country according to law and strictly administering the party. The "four comprehensive" strategic layout has established the strategic objectives and strategic measures for the work of the party and the state under the new historical conditions. It is the general plan for our party to govern the country under the new situation, which is related to the long-term development of the party and the country and provides an important guarantee for realizing the goal of "two hundred years" and realizing the Chinese dream of great rejuvenation.
The "Four Comprehensiveness" refers to what has been and is being done throughout contemporary China. A well-off society is the goal put forward by Comrade Deng Xiaoping in the early 1980s. The reform in the past 40 years has been the main theme throughout the new historical period. Strict administration of the Party has been the consistent requirement of the Communist Party of China (CPC) in the past 95 years. It has been nearly 20 years since the 15th National Congress of the Communist Party of China put forward the strategy of governing the country according to law. Why combine these four and add the word "comprehensive"? It is very important that although contemporary China has made great achievements and brilliant achievements in these four aspects, "incompleteness" is still a common problem and an objective reality. If it is not comprehensive, it can’t be done, and if it is not comprehensive, it will be bad. Why do people have more and more opinions about party member cadres who lead them to get rich after they have had enough to eat and wear warm clothes? Because the satisfaction of a well-off society in the economic field can’t keep up with the demands of rights in the political field. Why is there a great pressure to eliminate corruption in China today? Because of the disharmony between economic system reform and political system reform, social system reform and the party’s system construction, in the economic field, the market is playing a more and more decisive role in the allocation of resources, and there is a planned system color that is quite unsuitable for the power operation. Why do people’s expectations of the rule of law are not high and their trust is not strong? Because more and more laws have been enacted, law enforcement, judicature and law-abiding are still lagging behind in some aspects.
The great rejuvenation of the Chinese nation is an all-round rejuvenation in economy, politics, culture, science and technology, and military affairs. The great cause of Socialism with Chinese characteristics is a "five in one" all-round progress. The "four comprehensive" strategic layout takes "comprehensive" as the strategic fulcrum, and makes our party’s strategic planning and strategic construction targeted and comprehensive.
To be well-off in an all-round way, we must "leave no one behind". General Secretary of the Supreme Leader pointed out: "Without a well-off society for all, there will be no overall well-off." "Without a comprehensive well-off society in rural areas and a comprehensive well-off society in underdeveloped areas, there will be no comprehensive well-off society in the country." To be well-off in an all-round way, we must "not be short of anything". It is not only a well-off economy, but also a well-off culture, society and ecology, so that the people can enjoy democratic participation, cultural prosperity, social harmony and good ecology.
To deepen reform in an all-round way, we must adhere to the systematicness, integrity and synergy of reform. We should not only reform the economic system, but also reform the political system, cultural system, social system, ecological civilization system and the party’s institutional system, and pay more attention to top-level design and evidence-based laws. To govern the country according to law in an all-round way, it is necessary to move from the legal system to the rule of law system, form a complete system of legal norms, an efficient implementation system of the rule of law, a strict supervision system of the rule of law, a strong guarantee system of the rule of law, and a perfect system of inner-party laws and regulations, adhere to the joint promotion of governing the country according to law, governing the country according to law, and administering the society according to law, and adhere to the integrated construction of a country ruled by law, a government ruled by law, and a society ruled by law. Promote strategic cooperation
The governance of a big country can never just look inward. With the deepening of world multipolarization and economic globalization, with the continuous advancement of cultural diversity and social informatization, only cooperation can win, and confrontation will lose both sides in dealing with world affairs, including a country’s own development. In line with this general trend, the CPC Central Committee with the Supreme Leader as the general secretary has made overall plans for the two major domestic and international issues and for the development of security, actively promoted international strategic cooperation at a higher level, in a wider scope and closer, built a new type of international relations with win-win cooperation as the core, and built a community of human destiny.
From the cooperative partnership of mutual respect and mutual benefit between China and the United States to the comprehensive strategic cooperative partnership between China and Russia, as well as the "four partners" relationship between China and South Korea, the all-round strategic partnership between China and Germany, and the all-round global strategic partnership between China and Britain for the 21st century, China advocated a new type of great power relations that abandoned the traditional model of great power relations and achieved a major strategic innovation in international relations. How to turn ideas into actions, the "One Belt, One Road" strategy advocated by the Supreme Leader General Secretary is a strategic platform to turn dreams into reality. This strategic platform is not a private path of one party, but sunshine avenue, a vast circle of friends connecting Asia, Europe and Africa, and an "express train", "hitchhiking" and "hitchhiking" built by China society for all countries in the world.
Globalization is the basic trend of economic development in the modern world. The rapid development of the capitalist model in western society is due to the fact that it started to catch the express train of globalization in the 19th century. However, the globalization of that year was only from the west to the east, from the former developed countries to the later developed countries, and basically did not form a benign interaction. One-way globalization is not enough, but also flawed. "Globalization" should be truly global, not only from the west to the east, but also from the east to the west.
The "One Belt, One Road" strategy put forward by the Supreme Leader General Secretary is a new globalization from East to West, from developing countries to developed countries, and from China to the world. This strategic concept is equivalent to hedging the development of western globalization, which can make the world economy more dynamic. Moreover, China’s "One Belt, One Road" strategy is a pure economic development strategy, a pure strategic platform for economic development, and an economic strategic cooperation based on full respect for the social and political systems and cultural values of countries along the belt, without imposing ideology on others, so it has been recognized, supported and cooperated by all countries in the world. This is fully reflected in the preparation of the Asian Infrastructure Investment Bank. Respect for others is respected by others, and the establishment of common interests has established closer ties.

maintain strategic focus

The strategic will is first manifested as strategic determination.
